I AM directed by the Secretary of State for India to acknowledge the receipt of your letter of the 13th October,* and to inform you, in reply, that the Government of India have been requested to give Dr: Daniels the desired facilities for studying the causes and cure of malaria under Surgeon-Major Ross in India.

Foreign Office and the Colonial Office for appointments in the tropics. A substantial contribution towards the initial cost of the buildings is being made by the Imperial Government, which will be supplemented by payments from Colonial funds, and it is hoped that, by the 1st of October, 1899, it will be possible to receive medical officers at the hospital for purposes of instruction.

It is hoped that the new school may be to some extent utilised for the instruction of medical officers in other branches of the Government service.

I HAVE the honour to report my arrival from British Guiana on leave for special duty in connection with the malaria enquiry.

In accordance with your instructions, I am prepared to proceed to Calcutta, and shall be ready to leave by November 18th, on which date the P. & O. S.S. " Borneo " is advertised to leave London.

Downing Street, November 2, 1898. I AM directed by Mr. Secretary Chamberlain to inform you, with reference to your letter of the 27th of October,* that Dr. Daniels has now arrived in this country and will proceed to Calcutta in the steamer leaving London on the 18th instant.

Mr. Chamberlain would be obliged if the Secretary of State for India could ar- range that the Indian Government should issue salary to Dr. Daniels at the rate of £475 per annum, from the 18th of November to the 19th of December, both inclusive, and at the rate of £500 per annum from the 20th of December until he leaves India again, and provide him upon his departure with a free 1st class passage to his next destination.

The total amounts issued by the Indian Government will be refunded by the Crown Agents for the Colonies.

COLONIAL OFFICE to ADMIRALTY.

SIR,

Downing Street, November 2, 1898. On the 11th of February last a letter† was addressed to the Admiralty, sub- mitting for the concurrence of the Lords Commissioners the draft of a circular which Mr. Secretary Chamberlain proposed to address to the General Medical Council and the leading medical schools of this country, urging the necessity of extending the teaching of tropical medicine, and their Lordships expressed their concurrence in the draft by their letter of the 24th of February last.§

In the 5th paragraph of the circular it was stated that, with a view to supplement- ing the instruction afforded by the medical schools, Mr. Chamberlain was endeavouring to make arrangements for giving to Colonial medical officers special clinical instruction in tropical medicine, such as is given at Netley. and Haslar, in the case of medical officers of the Army, Navy, and Indian medical services.

These arrangements have now been made. The directors of the Seamen's Hospi- tal at the Albert Docks, which offers exceptional opportunities for studying cases of tropical disease, are providing the necessary buildings and teachers for the accom- modation and instruction of the medical officers who may hereafter be selected by the

COLONIAL OFFICE to the CROWN AGENTS,

Downing Street, November 2, 1898. I AM directed by Mr. Secretary Chamberlain to inform you that Mr. C. W. Daniels, of the British Guiana Medical Department, is proceeding to India for the purpose of studying the question of malaria, and I am to request you to provide him with a 1st class passage from this country to Calcutta by the P. & O. steamer leaving London on the 18th instant. The cost of the passage should be charged to British Guiana funds.

I am also to request you to issue full salary to Mr. Daniels up to the date of his embarkation.
