TELEGRAM.
"Euryalus" will leave on 13th January. Two hundred and sixty-four officers and men, 305 horses from here as part of Australian mounted troops; due at Cape Town 5th February; Colonel Price, Officer Commanding Mounted infantry here, in charge contingent on voyage and on arriving at Cape until such time as local authorities make local arrangements for disposal of him.

2. The word "Contingent" means and includes all officers, non-commissioned Definition officers, and men of the military forces from time to time raised and despatched by the of Government of New South Wales for service with Her Majesty's Regular Forces in tii South Africa.
3. This Act may be cited as the "Military Contingent Act, 1899."
I have examined this Bill, and find it to correspond in all respects with the Bill as finally passed by both Houses.

I am directed by Mr. Secretary Chamberlain to acknowledge with thanks the receipt of your letter of the 9th instant,* respecting the fund which has been set on foot for the purpose of equipping mounted bushmen from the Australasian Colonies, for service in South Africa; and am to state that copies of your letter and its en- closures have been sent to the War Office.
Mr. Chamberlain will be obliged if you will keep him informed as to the progress of the fund,

Act No. 12, 1899.
An Act for the government and discipline of a Military Contingent for service in South Africa.
[Assented to 20th November, 1899.]
Whereas it is expedient that effective provision be made for the government and discipline of a Military Contingent, consisting of military forces from time to time raised and despatched for service with Her Majesty's Regular Troops in South Africa: Be it therefore enacted by the Queen's Most Excellent Majesty, by and with the advice and consent of the Legislative Council and Legislative Assembly of New South Wales in Parliament assembled, and by the authority of the same, as follows:-
1. The Contingent shall be subject to the Military and Naval Forces Regu- lation Act, and, in so far as the said Act and regulations thereunder do not provide for Contingent the effective government and discipline of such Contingent, to the Imperial Army Act and any Act, amending the same, the Queen's Rules and Regulations, and the Rules and Articles of War, and to such other orders, rules, and regulations to which Her Majesty's Army is for the time being subject:
of certain Acta, orders, rules, and regula- tions.
Provided that nothing in this section shall affect the rates or scales of
and pay allowances appointed or to be appointed for the said Contingent, or the period, terms, or conditions of service for or under which any officer, non-commissioned officer, or man of the said Contingent may be engaged.

Government House, Ottawa, January 4, 1900. WITH reference to my cable message of the 31st ultimo,* relative to the compo- sition of the second contingent for South Africa, I have the honour to enclose here- with a copy of the approved minute of the Privy Council upon which that message was based.

MINTO.
Extract from a Report of the Committee of the Honourable the Privy Council, approved by His Excellency on the 30th December, 1899.
The Committee of the Privy Council have had under consideration two telegra phic despatches, hereto annexed, dated 22nd and 24th December, 1899, respectively, from the Right Honourable Mr. Chamberlain, Secretary of State for the Colonies, relative to the formation of the second military contingent for service in South Africa. The Minister of Militia and Defence to whom the said despatches were referred, submits that they have been carefully considered, and the opinion of the Major- General Commanding obtained, as will be seen by the accompanying report from that officer, dated 27th December, 1899, by which it is shown that the organization of the corps in question was nearly completed when the above-mentioned cablegrams were received, and as the Minister agrees with the Major-General Commanding upon the advisability of keeping the contingent in its present state, he, the Minister, therefore recommends that Your Excellency may be pleased to cable the Home authorities in order to have the present formation accepted as final.
