Precis of Three Decrees (made on the 6th April, 1900) issued on the recommendation of the Minister for the Colonies:-
1. For re-organisation of the service of Governors of Colonies.
2. For re-organisation of the service of "Administrateurs" of the Colonies.
3. For the organisation of the stags of Colonial Secretariats General.

Governors are styled Lieutenant Governor when subordinate to a higher Officer.

Outfit allowances on appointment and transfer are determined by the general regulations for the pay and travelling expenses of the Colonial Staff.
The rank of a Governor is personal and is conferred by decrce. It is independent of residence.
The 1st class must not certain more than one-third of the effective staff.
The 3rd class should comprise at least one- third of the effective staff. No Governor can be promoted unless he can count at least two years' actual Colonial service in his class.
Governor Generals, Governors, and "Résidente Supérieurs" are either on the active list, unattached, or seconded.
