As regards the annual expenditure, I still think that the figures given in the pamphlet handed to the Ottawa Colonial Conference form a safe basis and are not likely to be exceeded.

As we are at present manufacturing an Atlantic cable, this would be a good oppor- tunity, if your Committee so desires, to see at our works the various tests described in my evidence of 1896.

In accordance with your verbal request, I send herewith a copy of a cofnplete specifi- cation for the three size of cable required for Route 1.

Should your Committee desire to have any further information on this subject, I shall have much pleasure in replying to their enquiries.

SPECIFICATION FOR THE MANUFACTURE OF THE CABLES.

1.- CORES.

CORE A.

The conductor shall consist of a strand of seven copper wires, weighing 100 pounds per nautical mile of 2,029 yards, or within 5 per cent. thereof. The central wire of the strand to be drawn through compound before the outer wires are laid around it.

The conductor shall be covered with three or more coatings of gutta percha, without the application of compound between the strand forming the conductor and the first layer of gutta percha, or between successive layers of gutta percha. The dielectrie to weigh 120 pounds per nautical mile, or within 5 per cent, thereof.

The total weight of the core when completed to be 220 pounds per nautical mile, or within five per cent. thereof.

CORE B.

The conductor shall consist of a strand of seven copper wires, weighing 170 pounds per nautical mile of 2,029 yards, or within 5 per cent. thereof. The central wire of the strand to be drawn through compound before the outer wires are laid around it.

The conductor shall be covered with three or more coatings of gutta percha, without the application of compound between, the strand forming the conductor and the first layer of gutta percha, or between successive layers of gutta percha. The dielectric to weigh 160 pounds per nautical mile, or within five per cent, thereof.

The total weight of the core when completed to be 330 pounds per nautical mile, or within 5 per cent. thereof.

CORE G.

The conductor shall consist of a strand of 12 copper wires, weighing 500 pounds per nautical mile of 2,029 yards, or within 5 per cent. thereof. The central wire of the strand to be drawn through compound before the outer wires are laid around it.

The conductor shall be covered with five or more coatings of gutta percha without the application of compound between the strand forming the conductor and the first layer of gutta "percha, or between successive layers of gutta percha. The dielectric to weigh 320 pounds per nautical mile, or within 5 per cent thereof.

The total weight of core when completed to be 820 pounds per nautical mile, or within 5 per cent. thereof.

IL-OUTER COVERINGS.

The cable No. A I shall consist of the core A covered with a serving of tanne:l jute yarn, to be wetted, sheathed with 16 galvanized tempered steel wires, covered with a suitable compound of tar, and laid on helically. The diameter of each steel wire, when galvanized, is on the average to be 0·080 of an inch, or within 24 per cent, thereof.

2,375 nautical miles of this cable are to be supplied.

The cable No. A 2 shall consist of the core A, brass-taped, covered with a serving of Light In- tanned jute yarn, to be wetted, sheathed with 13 galvanized soft steel wires, covered with a termediate suitable compound of tar, and laid on helically. The diameter of each steel wire, when Cable, galvanized, is on the average to be 0·128 of an inch, or within 24 per cent. thereof.

The cable to have an outer-protective covering of two layers of tarrel jute yarn, with three alternate coatings of compound.

13 nautical miles of this cable are to be supplied.

No. A. 2.

The cable No. A 3 shall consist of the core A, brass-taped, covered with a serving of Heavy In. tammel jute yarn, to be wetted, sheathed with 12 galvanized soft steel wires, covered with termediate a suitable compound of tar, and laid on helically, The diameter of each steel wire, when Cable, galvanized, is on the average to be 0·212 of an inch, or within 5 per cent. thereof.

The cable to have an outer-protective covering of two layers of tarred jute yarn, with three alternate coatings of compound.

24 nautical miles of this cable are to be supplied.

The cable No. A 4 shall consist of the core A, brass-taped, covered with a serving of Light tanned jute yarn, to be wetted, sheathed with 12 galvanized soft steel wires, covered with Shore-end a suitable compound of tar, and laid on helically. "The diameter of each steel wire, when Cable, galvanized, is on the average to be 0-276 of an inch, or within 5 per cent. thereof.

54 nautical miles of this cable are to be supplied.

The cable No. A 5 shall consist of the core A, brass-taped, covered with a serving of Heavy tanned jute yarn, to be wetted, sheathed with 13 galvanized soft steel wires, covered with Shore-end a suitable compound of tar, and laid on helically. The diameter of each of these 13 stcel

Four nautical miles of this cable are to be supplied.

The cable No B1 shall consist of the core B, covered with a serving of tanned jute Deep Sea yarn, to be wetted, sheathed with 17 galvanized tempered steel wires, covered with a Cable. suitable compound of tar, and laid on helically. The diameter of each steel wire, when No. B. 1. galvanized, is on the average to be 0·080 of an inch, or within 2 per cent. thereof.

The cable to have an outer-protective covering of two layers of tarred jute yarn, with three alternate coatings of compound.

1,992 nautical miles of this cable are to be supplied.

No. B, 2.

The cable No. B 2 shall consist of the core B, brass-taped, covered with a serving of Light In- tanned jute yarn, to be wetted, sheathed with 15 galvanized soft steel wires, covered with termediate a suitable compound of tar, and laid on helically. The diameter of each steel wire, when Cable, galvanized, is on the average to be 0116 of an inch, or within 24 per cent. thereof. The cable to have an outer-protective covering of two layers of tarred jute yarn, with three alternate coatings of compound.

Two nautical miles of this cable are to be supplied.
