The issue of debentures, the payment of interest thereon during their currency and the repayment of them at maturity are matters which are also dealt with in the London Office.

8. In order to provide funds in London, remittances are made from Singapore week by week, either by means of bills of exchange or by telegraphic transfers, and in addition any accounts payable to the docks at Singapore by the Admiralty in London are collected by the London Agency. The telegraphic transfers are passed direct to the credit of one or other of the Company's banking accounts in London. When necessary, the bills of exchange are discounted before maturity, either with the Union Discount Company or the National Discount Company.

9. The London Agency has two banking accounts:--

(1) With the Chartered Bank of India, Australia and China, Hatton Court,

E.C., and

(2) With the National Provincial Bank of England, Limited, 123, Fenchurch

Street, E.C.

Cheques are signed by the Chairman and one other member of the Committee, and countersigned by the Secretary, and bills of exchange for collection or discount are endorsed in the same manner.

10. Each month the following returns are sent out to Singapore-

Copy of the London Journal,

Trial Balance of London Ledger,

Copy of the Tanjong Pagar Dock and Keppel Harbour General Account in

the London Books,

Copy of Pyre River Dock General Account,

List of Bills received and discounted,

Summary of Petty Cash Account,

and the following are made up and despatched from time to time as explained in paragraph 4-

11. Each month returns are received from Singapore, giving the gross earnings of the Company and the gross tonnage dealt with at the Company's wharves.

12. The offices of the Agency are situated upon the third floor of No. 120, Fenchurch Street, E.C., and consist of a spacious general office, board room, secre- tary's room and a waiting room. The lease, dated 1st July, 1901, is for a term of 21 years from the 29th September, 1901, determinable at 7 or 14 years at the option of the Company. The rent is £400 per annum, payable on the four usual quarter days. In addition to the rent, 10s. per week is charged to the Company for cleaning and dusting, £2 per annum for cleaning passages, and £2 10s. Od. per annum for the use of a name-plate in the entrance han, making a total for rent and extras of £430 10s. Od. per annum. The Company is also bound to re-paint and re-varnish every seventh year, and the lease contains certain prohibitive clauses, which, as you have informed us, are usually found in leases of City properties. Fires are charged for at the rate of 7d. per grate per day, so long as the price of coal is 30s. per ton, and thereafter an increase of 1d. per day for every 5s. over 30s. per ton.

13. We trust that this report will afford the information that is required, but should any further facts be helpful, we shall be glad to supplement this report on hearing from you.
