Owners of steamship "Inkum" state that authorities declined to allow master take legal proceedings against crew for refusing to proceed to Japan.

Referring to your telegram of 27th July. Marine magistrate declined to convict crew refusal of duty because the agreement of crew did not mention carrying contra- band cargo Japan. Vessel carrying cargo of coal, crew unaware destination until arrival here.
