Secret and confidential. Sir G. Bower applies for leave of absence from the 17th of September, and I think that he should go. The financial position is critical and other conditions give cause for anxiety. A strong and able man in his place is most necessary, and I cannot find one here. Until Cameron arrives Gibson will act for Bower, but Cameron will require some time to learn details. A Royal Com- mission would seem inevitable, but before taking that step I would ask you to consider the temporary appointment at once of an Acting Colonial Secretary from outside. I would suggest the Governor of Seychelles, if he would accept, and, if necessary, that he be appointed also Lieutenant-Governor. I am prepared to receive him as my guest and to pay any necessary cost from my salary. Although the course suggested is unusual, the circumstances would seem to demand it. I suggest Governor, Seychelles, on account of proximity. The arrangement need not be for longer than the time required for new Assistant Colonial Secretary to master work.

In answer to your telegram received 29th August,† regret that Davidson cannot well be spared. If you agree telegraph, by my instructions, to Ceylon, and ask whether arrangements could be made for Ellis, Auditor-General, if willing to act as Colonial Secretary, Mauritius, to be given vacation leave with full pay from Ceylon for three months, all travelling and out of pocket expenses to be paid from Mauritius funds. If Ellis not available, ask Governor, Ceylon, whom he could recommend.
