SIR,

Treasury Chambers, June 18, 1898. THE Lords Commissioners of Her Majesty's Treasury have had before them your letter of the 14th instant,* submitting a memorandum respecting the formation of a School of Tropical Medicine at the Seamen's Hospital, Greenwich, for the instruction of medical officers of the British Colonies and Protectorates in the treatment of tropical diseases, at the charge of the Government under which the officer is to serve.

My Lords desire me to say that they approve generally of the scheme proposed by Mr. Secretary Chamberlain, and will be prepared to invite Parliament to provide one half of the initial cost of buildings and outfit, estimated in the whole at £3,550, on the understanding that such Imperial grant will defray the shares of all Exchequer-aided tropical Colonies and Protectorates in such initial cost, and that the remaining moiety thereof will be contributed by other Colonies and the Niger Coast Protectorate.

3. If these terms are acceptable to the Committee, Mr. Chamberlain would ask that the necessary arrangements for the reception of the officers to be trained at the Hospital should be made with as little delay as possible, as he is anxious to bring the scheme into operation at an early date.

I AM directed by Mr. Secretary Chamberlain to acknowledge the receipt of your letter of the 18th instant, and to ask you to convey his thanks to the Lords Commis- sioners of the Treasury for having undertaken to invite Parliament to contribute a sum of £1,775 towards the initial cost of a scheme for the formation of a School of Tropical Medicine at the Seamen's Hospital, Greenwich, at which the medical officers of the Colonies and Protectorates administered by the Colonial Office and Foreign Office res- pectively will receive special instruction in the treatment of tropical diseases.

I AM directed by Mr. Secretary Chamberlain to acknowledge the receipt of your letter of the 28th of February, ‡ in which the Secretary of State for War expressed his willingness to make arrangements for the instruction of Colonial medical officers at the Royal Victoria Hospital, Netley, in the treatment of tropical diseases.

2. I am to state, for the information of the Marquess of Lansdowne, that, after a careful consideration of the question, Mr. Chamberlain has come to the conclusion that the instructions to be obtained at the Seamen's Hospital at Greenwich is on the whole better suited to the requirements of the Colonial Medical Service, and that he is now making arrangements for having the newly-appointed members of that service in- structed there.

Downing Street, June 30, 1898. I AM directed by Mr. Secretary Chamberlain to acknowledge the receipt of your letter of the 16th of April, submitting the proposals of the Managing Committee of the Seamen's Hospital for the formation of a School of Tropical Medicine, at which the medical officers of the Colonies and Protectorates administered by the Colonial Office and Foreign Office respectively may be given special instruction in the treatment of tropical diseases.

2. Mr. Chamberlain desires me to ask you to convey his thanks to the Committee for their cordial co-operation in this matter, and to inform them that Her Majesty's Government are prepared to accept the scheme which they have put forward on the following terms: --

(1) That a contribution of £3,550 shall be made on behalf of the Colonies and Protectorates concerned towards the initial cost of school buildings, laboratory, &c.;

(2) That the fees for training students shall be as stated in your letter, namely, £4 4s. per week for resident students, £2 12s. 6d. per week for non-resident students;

(3) That a representative of the Colonial Office shall be admitted to the Board of Management of the Hospital.

London, July 4, 1898. WE beg to state that, in accordance with the directions§ we received from the Secretary of State for the Colonies, we met on the 2nd of May last, to consider and suggest a uniform scheme for the Medical Reports of the Colonies.

We discussed many points connected with the subject, exchanged views, and de- cided the line of our recommendations, requesting two of our number well acquainted by experience with the subject through residence in the Colonies, Drs. Crane and Hen- derson, to formulate them.
