States that the Company have taken over the lines of the Trans-Conti- nental Telegraph Company, and will give instructions for the free transmission of messages, as desired.

Encloses a despatch under flying Seal to the Acting Commissioner for British Central Africa, instructing him to admit the scientific apparatus free of duty.

Transmits, for the use of the Committee, medical reports upon the cases of officers of the West African "C'olonies who have died of Malaria or Black- water Fever during the last six years, also copies of letters from the Free Church of Scotland, with enclosures.
