Appointments to the commissioned ranks of the South African Constabulary are made only on the recommendation of the Inspector-General and the High Commissioner. Vacancies in the commissioned grades will be filled by the promotion of men who have served in the ranks, and applications for direct commissions cannot be enter. tained. Appointments to the native Police Forces of Basutoland and the Bechuanaland Protectorate are made upon the recommendation of the Resident Commissioner, subject to the approval of the High Commissioner and confirmation of the Secretary of State. As a knowledge of the natives and their language is indispensable, these appointments are invariably filled by the selection of local candidates.
Appointments to the Barotse Native Police are made by the High Commissioner only. As a rule, candidates are selected who have served with the small staff of to the European non-commissioned officers attached Police. These non-commissioned officers are obtained from the British South Africa Police.
In the Police Forces of Hong Kong, the Straits Settle- ments, and the Federated Malay States, appointments are filled by competitive examination, conducted by the Civil Service Commissioners and held in conjunction with the examination for the Indian Police. Further particulars may be obtained from the Eastern Department of the Colonial Office.
Appointments in the Ceylon Police are filled from among the Ceylon Cadets.
At present the European Police establishment of the Uganda Protectorate consists of an Inspector-General of Police and Prisons, a Deputy Inspector-General, and a staff of eight District Superintendents and two British non-commissioned officers.
Particulars as to the Police Forces of British Guiana, Jamaica, and Trinidad are given in a separate memor- andum.* A certain number of vacancies are reserved for

candidates in this country, who are nominated by the Secretary of State and selected by competitive examina- tion on the lines of the examination for cadetships in the Royal Irish Constabulary. Candidates must be between the ages of 21 and 26.

The conditions of service in the police forces of the Qualifications Colonies and the qualifications required of candidates vary in almost every Colony according to local laws and regula- tions.
It is to be clearly understood that the service of each Colony is separate and distinct, and that, although the Secretary of State is occasionally in a position to transfer police officers from one Colony to another, and although this principle is carried out so far as is possible and expedient, the holding of an appointment in one Colony does not carry with it the right to look to the service of another Colony for transfer or promotion.
The senior appointments of the police forces of the Crown Colonies are usually filled by the promotion of officers who have rendered good service either in the same or in another Colony, and it is only very occasionally that a military officer is required from the United Kingdom to undertake these higher posts.
Practically the only police force in which vacancies may be expected to occur every year is the Northern Nigeria Constabulary. For particulars of this force see page 7.
For appointments in West Africa the minimum age is 23, and in East Africa, Uganda, and Nyasaland, 22; preference is given to unmarried candidates under

Vacancies in other police forces are so seldom filled from this country, and the qualifications required are
so diverse, that no general statement can be given.
