An Ordinance to regulate whipping.
Whereas it is expedient further to limit the number of strokes to be awarded as corporal punishment, Be it enacted by the Governor as follows:-
1. This Ordinance may be cited as the " Whipping Regulation Ordinance, 1899," and shall come into operation forthwith.`
2. No sentence of any Court shall award, and no gaoler or other person shall order įment of or inflict a sentence of whipping exceeding twenty-four strokes with a rattan for any more than offence, anything to the contrary in the Indian Penal Code, the Code of Criminal 24 strokes. Procedure, the Whipping Act, or any Ordinance, Law or Rule in force in Labuan
notwithstanding.

In continuation of my despatch No. 157 of the 1st May, I have the honour to transmit an amended return of corporal punishment inflicted during the year 1898 on Hausas of the Gold Coast Constabulary serving in the Northern Territories, together with copy of a letter from Lieutenant-Colonel Northcott with regard to the floggings.

I HAVE the honour to acknowledge the receipt of your despatch No. 201 of the 24th of April,* forwarding a return of the floggings inflicted during the year ending March 31, 1899, in the prisons of Jamaica.
2. I shall be glad to be informed, with reference to my despatches No. 136 of the 17th of May and No. 229 of the 9th of August, 1898,† whether judges and magistrates in Jamaica were invited to comply with my desire that no one should receive more than twenty-four strokes.
