CUBIC SPACE TO BE ALLOWED FOR PRISON CELLS IN TROPICAL CLIMATES.
A larger space should be allowed for cells in which prisoners are to be confined both by day and by night than for cells intended for sleeping purposes only.
2. A larger space should be allowed for cells in which Europeans are to be confined than for those intended for natives of the Colony.
3. The dimensions for cells in which prisoners are to be confined by day as well
as by night should be about 8 feet by 12 by 14, or very little less.
4. The dimensions for sleeping cells must depend very much on the construc- tion of the cells. In ordinary cases they should contain not less than 1,000 cubic feet; but if they are in the main constructed of open lattice work or are ventilated with large gratings in the roof or walls opening on to airy corridors, or the outer air itself, which can be left open in the night time without injury to the health of the prisoners, 650 cubic feet will be found sufficient for each cell. In this case, indeed, the sleeping space is practically extended beyond the cell walls and the rule to be followed is that, taking the whole cubical content of the prison, each prisoner should be allowed not less than 1,500 cubic feet.
