States that Mr. F. B. Suttor, Minister of Public Instruction, has been appointed to represent the Colony at the Conference.

Requests that before Her Majesty's Government consent to subsidise the proposed accelerated mail service between Australia and England, viá Canada, those Australian Colonies which have imposed restrictions upon British marine insurance should be urged to remove them.

Informs him that Admiralty charts have been published showing the soundings taken by H. M. S. "Egeris," in connexion with the proposed cable.

Requests that Lord Jersey may be instructed that Her Majesty's Go. vernment consider that the existing cable system to Australia is entitled to a large share of consideration by the Conference; encloses copy of correspondence with the High Commissioner for Canada as to the accuracy of certain figures given by the Company. Suggests the consideration at the Conference of the question of mari- time defence, with a view to an equitable apportionment of the ex- pense of the Navy among the various self-governing countries of the Empire, with a due increase of participation in the control thereof. States that Her Majesty's Govern- look forward with much interest to the meeting of the Con- ference; Lord Jersey will represent Her Majesty's Government, with certain defined powers, and he will be accompanied by Mr. W. H. Mer- cer of the Colonial Office. Expresses the opinion that the West Indian Colonies should be repre- sented at the Conference.
