GOLD COAST.

THE ACTING GOVERNOR to THE SECRETARY OF STATE.

(Received 15th September, 1923.)

(No. 638.)

MY LORD DUKE,

Government House, Accra, 20th August, 1923. WITH reference to Your Grace's despatch No. 38, dated 12th January, 1923,* containing a suggestion that an inquiry should be made into the incidence of trypanosomiasis among cattle and information obtained as to the exact nature of the losses incurred and the fly areas responsible, I regret to inform you that owing to the attenuated staff of the Research Institute it has not been possible to detail an officer for this work.

I

2. It was hoped that Dr. Ingram might have been free to make the investiga- tion, but the resignation of Dr. Macfie and the transfer of Dr. Corson to Nigeria have prevented Dr. Ingram from being spared.

I trust that it may be possible to arrange for the inquiry to be carried out as soon as an addition has been made to the staff of the Research Institute.

I have, &c.,

ARTHUR J. PHILBRICK,

Acting Governor.

IMPERIAL BUREAU OF ENTOMOLOGY.

MINUTES OF THE THIRTY-NINTH GENERAL MEETING OF THE MANAGING COMMITTEE, HELD ON WEDNESDAY, 21ST NOVEMBER, 1923.

1.

Present:

SIR SIDNEY HARMER (Chairman).

MAJOR AUSTEN.

DR. BAGSHAWE.

MR. FRYER.

MR. INGRAM.

SIR EDWARD LUCAS.

DR. MACDOUGALL.

SIR DANIEL MORRIS. PROFESSOR NEWSTEAD, PROFESSOR POULTON. SIR HERBERT READ.

DR. SCOTT.

SIR ARTHUR SHIPLEY.

DR... MARSHALL (Director).

DR. NEAVE (Assistant Director).

MR. PARKINSON (Secretary).

MR. SEEL (Assistant Secretary).

SIR Sidney Harmer informed the Committee that a telegram had been received from Lord Buxton expressing his regret that he was not able to attend the Meeting. Professor Nuttall, Sir David Prain, and Mr. Warburton had also informed the Secretary that they would be unable to be present.

2. The Chairman referred to the recent death of the Honourable N. C. Rothschild, who had been one of the members of the original Entomological Research Committee founded by Lord Crewe, and who had rendered distinguished service to the science of entomology. He felt sure that the Committee would deeply regret the loss which the Bureau had sustained through Mr. Rothschild's death."

3. The Chairman also announced that the Secretary of State for the Colonies had appointed Mr. G. F. Seel, of the Colonial Office, to be Assistant Secretary to the Managing Committee of the Bureau.

4. The minutes of the Thirty-eighth General Meeting of the Committee were approved.

Arising out of the minutes of that Meeting, the Director mentioned that Miss Constable, for whom the Committee had approved a special advance of £50 under the Rules of the Provident Fund subject to repayment in twelve monthly instalments beginning in April, 1924, had now asked that the repayment might be extended over a period of three years. The Director recommended that the period of repayment should be extended to two years beginning in April, 1924, and this was approved.

5. (i) The Director gave a further account of his visit to the Pan-Pacific Scientific Congress in Australia, to which he had already referred in the half-yearly Report for the period ended 30th September, 1923.† He said that the Congress had been very successful and he felt sure that the results of his visits to Canada, New Zealand and Australia would be of great value to the Bureau, as he had now been able to establish personal touch with the Entomologists in these countries, many of whom he had not previously met. He had also visited Ceylon on his way home, and had been greatly impressed by the work being done there by Dr. F. A. Stockdale, the Director of Agriculture. He also wished to bring to the notice of the Com- mittee the excellent manner in which the work of the Bureau had been carried on during his absence by Dr. Neave:

Professor Newstead mentioned that he had received a letter from Mr. W. W. Froggatt, late Government Entomologist of New South Wales, speaking in very warm terms of the assistance and advice given by Dr. Marshall during his visit to Australia.
