Proclamation No. 35 of 1911. The importation of rubber plants from any place is prohibited, and of rubber seeds from British and Dutch Guiana. Seeds may be imported from other places, but must be properly disinfected before removal from the place at which they are landed, and all packages, etc., which have contained them must be burned at the landing place.
Proclamation No. 30 of 1912. Bud-rot of coconut palms and Bird Vine are declared to be a disease and pest respectively.
Proclamation No. 49 of 1912.
Stem-bleeding of coconut palms is declared a disease. Plant Protection Ordinance, 1913.

An inspector may enter any nursery, etc., to search for disease, and arrange for its eradication by the owner or, failing him, by the Government, expenses incurred being paid by the owner. Diseases or pests proclaimed under this Ordinance are Bird Vine, Bud Rot of coconuts. Bleeding Stem Disease of

ZANZIBAR.
Plantations Preservation Decree, No. 4 of 1913.
The owner of any plantation on which there are any coconut trees dead, dying, attacked by insects, etc., must burn them or bury them at a depth of not less than three feet or submerge them in water or otherwise dispose of them so that they will not serve as a breeding place for any insect, etc. The owner of any clove, orange, lime or other trees or shrubs upon which any parasite is growing, must have it cut away and destroyed. No heap of decaying vegetable matter may be allowed to lie on any plantation. An inspector may enter upon any land to inspect and may give orders for the destruction, etc., of any plants he deems necessary. When such orders are not complied with the inspector may carry out the work at the owner's expense. Compensation for trees destroyed under this Decree may be paid as the First Minister directs.
