prepare a memorandum ou the attitude of natives with regard to the future possession of German South-West Africa. Thinks German subjects would accept British rule.

(Rec. 15th Jan.) States in reply to No. 1 that Govern- ment cannot at present offer any suggestions; and that a memoran- dum by the Administrator of German New Guinea is being tele- graphed separately (see No. 5). (Rec. 15th Jan.) Conveys statement of Administrator of German New Guinea referred to above. (Rec. 16th Jan.) Stutes that Secretary of Native Affairs has been sent to collect evidence in Togoland. (Rec. 26th Jan.) States that it will take time to collect evidence and gives information as to certain districts being in favour of British rule.

No. 6, summary of Mr. Furley's report regarding the attitude of natives of Togoland towards British rule. Transmits copy despatch from the Administrator of Samoa giving his impressions of the attitude of the natives towards British rule, and states that the Administrator has been instructed to consult the Samoans through their Faipules" in order to ascertain definitely their views on the question. Forwards a copy of a Miuute from Ministers enclosing a Petition of the Bastards of Rehoboth respecting their future government, Forwards a copy of a letter from Officer Commanding British Forces in Togoland in which he states that the Imperial German Criminal Code was applicable to Europeans only. Encloses, with observations thereon, copies of Decrees affecting natives. Trausmits a copy of a Minute from Ministers enclosing a memorandum on the future of German South-West Africa. Transmite a copy of a letter from the Resident of Yola Province forward- ing a report from Mr. W. D. K. Mair dealing with the evidence of the desire of the natives of the occupied territories of the Cameroons in the British sphere of influence for inclusion in the British Empire. States with reference to his despatch No. 266 of 2nd August that sigued requests of the Nauruan Chiefs to remain under British protection should be obtained and sent home as soon as possible.
