In this outline the word-

part of a plant;

AUSTRALIAN COMMONWEALTH.
Customs Act, 1901-1910.
The export of any fruit affected by, or that has been in contact with, San José Scale is prohibited. Quarantine Act, 1908-1912.
The Governor-General may appoint quarantine and other officers for carrying out this Act and may make arrangements with State Governments to aid in this. He may proclaim ports of entry, appoint places of quarantine, prohibit the introduction of any noxious insect or pest or any article containing such, prohibit removal from one part of the Commonwealth to another of any plant, declare any district quarantined, and any plant, etc., in such district subject to quarantine. The Governor-General may exempt any plant from the provisions of this Act.
Plants may be landed only at a port of entry and before being landed must have a permit granted by a quarantine officer, who must inspect imported plants before delivery. If such plants are not free from disease, they may be quaran- tined and, if necessary, destroyed at the importer's or owner's expense. Any plants imported in contravention of this Act are forfeit.

Proclamation, 1909.
The following are declared insect pests of plants :-
Tetranychus spp. (Red spider and other Mites). Adoretus umbrosus (May-bug of Hawaii and Japan). APHIDAE (Peach Aphis, Phylloxera, etc.).

Cacoscia pp. (Apple and Orange moths).

Proclamation, 1909.
The importation of the following plants is prohibited :-(a) Any stone-fruit trees or any living portions thereof grown in any part of North America, or any other part of the world in which either of the diseases known as Peach Yellows or Peach Rosette exists; (b) Pear trees or any portion thereof from all parts of the United States of America, or from any other part of the world in which the Pear Blight (Bacillus amylovorus) exists; (c) All gooseberry plants or portions thereof from any country affected with Sphaerotheca morsudae (the American Gooseberry Mildew).
Plants liable to infestation with Hemileia vastatrix may only be imported from certain countries if the Chief Quarantine Officer so decides. Sugar-cane and banana plants, exclusive of the fruit of the latter, may only be imported if the Chief Quarantine Officer is satisfied that no Beetle Borer of the genus Sphenophorus exists in the country of origin. Potatoes may only be imported if the Chief Quarantine Officer is satisfied that Phytophthora infestans does not exist in the country of export. Plants, or portions of plants, of every species of Vitis from all parts of the world may only be imported with special permission. The same applies to fodder from any country except New Zealand and the United Kingdom.
A further proclamation of the same year prohibits the importation of the
following:-
(1) Weed Pests A long list.
(2) Noxious Insects:-
All insects of the genus Sphenophorus.
Anobium spp. (Drug-store Beetles).
Phylloxera vastatrix (Grape Vine Louse).
Lasioderma serricorne (Cigar and Cigarette Beetle).
Leptinotarsa decemlineata (Colorado Potato Beetle).
Mayetiola destructor (Hessian fly).
FORMICIDAE (Ants).
(3) Fungous Diseases :-
Hemileia vastatrix (Coffee Leaf Disease).
Phytophthora infestans (Potato Blight).
Peach Rosette.
Peach Yellows.
Bacillus amylovorus (Pear Blight).
Sphaerotheca spp. (Mildews of hop, rose, peach, apricot and
gooseberry).
(4) All disease germs, microbes and disease agents capable of producing
disease in man, animals or plants, except under special permit.
A further proclamation of the same year prohibits the introduction of the following:-
All beetles belonging to the families: BOSTRYCHIDAE, SCOLYTIDAY, CIOIDAE.
Proclamation, 1910.
Fruit and vegetables imported solely for food purposes may be landed at any port of Western Australia north of Geraldton.
A further proclamation of the same year prohibits the importation of all prickly or spring species of Cactaceae.
Proclamation, 1911.
The importation is prohibited of any goods to which is attached the seed of any plant the importation of which is prohibited under the Quarantine or Customs Act, unless the goods are treated so as to render the seed ungerminative, expenses of treatment being borne by the importer.
A further proclamation of the same year announces that potatoes may be imported if they are accompanied by an official certificate stating: (a) that at the date of the issue of the certificate they were found free from Phytophthora infestans (Irish Blight) and Synchytrium endobioticum; (b) that they were grown in the country named; (c) that they were grown on premises free from either of the above diseases; (d) that they were packed in the country of origin in clean, new packages.
