The Chairman read the terms of reference, under which the duty of the Committee will be" to enquire into the opportunities of economic development in the Colonies and Protectorates, to make recommendations as to the principles and methods to be followed in such development, and to examine and report on any particular schemes and suggestions which may be submitted

to them."

He stated that Lord Milner was very anxious to pursue an active policy of economic develop- ment in the Colonies and Protectorates, and that he had just received a letter from him on the subject. Apart from other considerations successful development of the Colonies would be of direct assistance to the United Kingdom in present conditions by promoting trade with this country and by the importation of raw materials for British industries, and would also by means of the "triangle of trade" contribute to the improvement of the American exchange.

There was, unfortunately, very little prospect of obtaining money for colonial development from the Treasury, and it would be necessary to face the problem of finding other ways and means without departing from the principles of sound administration.

There were questions relating to the improvement of transport facilities, immigration and settlement, the encouragement of small farmers, the strengthening of Agricultural Depart ments, surveys, and so on, and it was hoped that the Committee would be able to give a helpful lead to the Colonial Office ns to the lines that should be followed in such matters.

Ile suggested that general principles might best be arrived at, ambulando, in the course of examination of the concrete schemes and proposals that would be put before the Committee.

The countries which seemed at present to offer the best field for consideration were the Pro- tectorates in Eastern Africa, and British Guiana, and among these the problem was most urgent in the former, particularly in the East Africa Protectorate.

He suggested, accordingly, that the first subject to be examined should be the proposal for the construction of a railway from Nakuru on the Uganda Railway to the Uasin Gishu Plateau. Certain particulars as to this proposal were supplied by Sir H. Read, and it was agreed that a memorandum upon it should be prepared and circulated to the members of the Committee for consideration at the next meeting.

It was agreed that for the present it would be unnecessary to have meetings at regular intervals, and that the next meeting should be called early in January if possible.

It was agreed that the self-governing Dominions were excluded from the scope of the Committee's duties, and that a letter received by the Secretary suggesting the suitability of one of the Bahama islands for settlement by middle-aged demobilised officers with families should be passed on to the West Indian Department of the Colonial Office.
