MINUTES OF THE TWENTIETH MEETING OF THE MANAGING COMMITTEE OF THE TROPICAL DISEASES BUREAU, held at THE COLONIAL OFFICE ON THE 24TH OF APRIL, 1918.

THE minutes of the Nineteenth Meeting* were approved, subject to one small alteration.
The Committee received the Director's financial statement for 1917-18, which was considered quite satisfactory. It was decided that the proceeds of the Treasury bill for £1,000 falling due at the end of the month should be placed on deposit.
The agents' statement of account for sales and expenditure during the half- year October, 1917-March, 1918, was laid before the Committee. Dr. Bagshawe pointed out that there was an improvement as compared with a year previously.
Dr. Bagshawe asked the Committee to approve the increase in the annual salary of Dr. Nias from £50 to £75 a year, with effect from the 21st of February last. He explained that Dr. Nias had been engaged for summaries of papers written in languages other than English, French, or German, and that his remuneration had originally been assessed at so much per paper, but, as that proved expensive, it was reconsidered, and he was paid an inclusive rate, fixed at the same It had rate as that of the majority of the sectional editors, viz., £50 a year. then been calculated that he would have about one hundred and fifty papers to summarize in the year, but, in practice, the total had amounted to upwards of two hundred. The rate suggested was that drawn by two of the sectional editors, and was roughly proportionate to the increase in work, which would probably continue to grow. The Committee agreed, on the ground of Dr. Nias's special linguistic qualifications and the increase in his work.
The Committee were asked to give covering sanction to certain increases in pay, given provisionally to the staff after consulting Sir H. Read. Dr. Bagshawe explained that the junior typist, who was engaged in May last at 358. a week, had asked for an increase, and Sir H. Read had agreed to 40s., the rate proposed. The senior typist, who had been getting 368. before the War, and whose emolu- ments the Committee, at their last meeting, had agreed to raise to 438. 6d., had asked for a further increase, and Sir H. Read had agreed to 488. The Committee approved of these increases.
The Committee considered the question of the Director's position under the new Military Service Act. It appeared that he was within the age limit as now fixed. It was agreed that the Secretary of State should be asked to take the matter up with a view to his exemption, on the ground that to take the Director away from the Bureau would mean the temporary, if not the permanent, closing down of the work. Dr. Bagshawe stated that he had not engaged in clinical practice for many years past; and it was pointed out that the importance of his work as Director had been recognized by the grant of the C.M.G. It was suggested that, if it was not possible to get the Director exempted, an attempt should be made to have him employed for part time only.

THE minutes of the Twentieth Meeting* were approved.
The Committee received the Director's financial statement for the half-year ended the 30th of September, 1918, which was considered quite satisfactory. Dr. Bagshawe pointed out that the working balance shown (£1,699 12s.) was misleading, as there was a heavy account from the Stationery Office considerably overdue.
In view of the fact that the period for which contributions to the Bureau had been promised would terminate on 31st December (or in some cases 31st March) next, it was decided to recommend that the contributing Governments should be invited to renew their contributions at the present rates (viz., fifty per cent. of those promised) for two years more. Sir H. Read pointed out that if it was found that this was insufficient it would be possible to approach them again in the matter. The Agent's statement of account for sales and expenditure during the half- year April to September, 1918, was laid before the Committee. Dr. Bagshawe said that the total receipts for 1918-19 were £470, which was a record.
The Committee were asked to give covering sanction to certain increases in pay, given provisionally to the staff after consulting Sir H. Read. Dr. Bagshawe explained that the junior typist, who had been getting 40s. a week, had been put up to 45s., and the senior from 48s. to 50s. The Committee approved of these
increases.
Dr. Bagshawe stated that Dr. Blacklock had resigned his appointment as sectional editor for protozoology, and that after various unsuccessful attempts he had decided to recommend Captain O'Connor, who had been working with Lieu- tenant-Colonel Wenyon. The Committee agreed to the appointment of Captain O'Connor.
Dr. Bagshawe then withdrew, and Sir H. Read introduced the question of increasing his emoluments as Director. After some discussion Sir J. McFadyean expressed the opinion that, having regard to Dr. Bagshawe's great abilities, to the fact that he was not entitled to any pension, and to the considerable increase in the cost of living, an increase of £100 a year would not be excessive. Sir J. West Ridgeway suggested that a personal allowance of this amount should be recommended, and this was agreed to.
Sir H. Read referred to the desirability of making some provision for the eventual retirement of the Director, and added that there might be good ground for making some grant to other members of the staff of the Bureau in similar circumstances. The Committee decided that a sum of £250 should be annually set aside from the income of the Bureau as a Provident Fund, to be devoted to such purposes as the Committee might think suitable.
