MITTEE OF THE TROPICAL DISEASES BUREAU, HELD COLONIAL OFfice, on the 17TH OF APRIL, 1916.

THE minutes of the Fifteenth Meeting were approved. The agents' accounts for the half year, October, 1915-March, 1916, were laid before the Committee. The Director pointed out that the net receipts were larger than they had been for any half year in the history of the Bureau, and were, indeed, comparatively little less than those of the best year (1914-15) they had had. This was largely due to subscriptions from the United States. There were about 345 subscribers to the Tropical Diseases Bulletin, and about 120 to the Veterinary
Bulletin.
The Director submitted the annual statement† (annexed) of the financial position of the Bureau for 1015-16, showing, in spite of an investment of £1,193 118. 8d. in the 4 per cent. War Loan, a balance at the end of March of £1,584 49. 24d. The Union Government's subscription of £300 had been paid in the current month, though properly due in respect of 1915, not 1915-16, as stated in the covering letter. The Chairman said this would be pointed out to the High Commissioner. The Director was authorized to invest £1,000 in Treasury bills (three or six months), and the Committee formally sanctioned his action in purchasing £1,200 War Loan stock in 1915.
Dr. Bagshawe called attention to the fact that the bulk of the annual contribu- tions to the Bureau were not promised beyond the end of the financial year 1916-17. The Chairman said that steps would be taken to invite the contributing Governments to renew their grants.
The following temporary changes in the staff were reported by the Director :-
Lieutenant-Colonel Alcock was acting for Dr. Andrew Balfour.
Miss Porter was acting for Dr. Hindle.
Dr. Atkin was acting for Dr. Ledingham,
Dr. Cockin was acting for Dr. Leiper.
Dr. Maclean was acting for Dr. Sandwith.
Captain Wyler was acting for Dr. Wenyon.
Dr. Henderson Smith, who was in charge of the section on enteric fever in the tropics, had resigned. The Committee agreed to the temporary employment of Colonel Tull-Walsh, I.M.S. (retd.) in his place.
It was decided that the payment for indexing the Tropical Diseases Bulletin should not exceed £25 in any one half year.

It seemed best to put down the contributions from Treasury, Colonies, etc., as "unknown quantity."
Please notice my note about British Guiana. I cannot remember the circum- stances, but fancy that they promised five contributions, and paid their first for the year 1913-14, whereas the other contributors started their subscriptions in 1912-13. On Sheet 2 the sum expended in the purchase of Treasury bills does not appear. I suppose it should, but I do not know quite how; it is not an unincluded asset because it may be regarded as purchased out of the balance on 1st April, and, unless renewed, it will appear in the balance a year later.
