Reports that the circumstances of the Colony do not appear to call for special attention in connexion with the recommendations of the Economic Conference of the Allies.

town Chamber of Commerce and the British Guiana Planters' Asso- ciation on the question, and also the terms of a resolution of the Com- bined Court passed on 19th July, 1916, on the subject of preferential trade within the Empire.

Observes that there do not appear to be any special circumstances affect- ing the Territory which demand the special attention of the Conference, and that it would be best to accept any scheme which may be decided upon for Hong Kong.

Asks, in reply to No. 4, whether there

is any definite evidence of the exist ence of a combine of European merchants in Sierra Leone, and what are the grounds of his view that palm products are the produce of the State lands and may be regarded as the property of the State.

Colonial Sugar Refining Company submitting remarks on the question as affecting the production of sugar in the Colony.

Reports opinion of Executive Council that the interests of the Colony will be amply protected by any action taken in the Imperial cause, and that the circumstances of the Colony do not call for any special attention.

Transmite copy of a despatch from the Administrator submitting his views; asks that his suggestion that, in the event of any overseas repre- sentatives in addition to those of India and the Dominions being in- vited to the proposed conference, Southern Rhodesia could be allowed to send her own representative, may be favourably considered.

Submite his views, and encloses reso- lutions of the Uganda Chamber of Commerce.
