I HAVE the honour to forward, herewith, for transmission to the Army Council, copy of a letter from the Department of Militia and Defence regarding an offer of Dr. R. M. Simpson, of Winnipeg, to organize for service, overseas a casualty clearing station.

Forwards contribution of £11 8s. Od. from residents of Nukualofs, Tonga, to the Prince of Wales's National Relief Fund, together with a further letter from the Agent and Consul, Tonga, enclosing list of subscribers.
Acknowledges receipt of No. 181, and requests that the thanks of His Majesty's Government may be con- veyed to the subscribers; observes with gratification that the total sub- scriptions from Tongs have reached £750 88. 9d.

I HAVE the honour to report that Dr. R. M. Simpson, of Winnipeg, has under- taken to organize for service overseas a casualty clearing station, the personnel of which he proposes to recruit in the west of Canada; and I venture to express the hope that His Royal Highness may be pleased to place the unit at the disposal of the Army Council.
All expenses connected with the equipment, pay, and maintenance of "No. 3 Canadian Casualty Clearing Station" (to give the unit its correct designation) would be borne by the Canadian Government; and I should be glad to know at an early date whether the offer is accepted.

WITH reference to my despatch of the 2nd March, I have the honour to inform Your Royal Highness that a despatch has been received from His Majesty's Minister at Havre reporting that the Minister for Foreign Affairs has requested him to convey the most sincere thanks of the Belgian Government for the generous contribution of the Farmers' and Women's Institutes of British Columbia towards the relief of Belgians who are suffering from the effects of the present war.
