IN continuation of my despatch No. 545, of the 5th July,* with which I for- warded the report of the Controlling Officer, under Ordinance No. 22 of 1914, on the control and disposal of enemy property on the Gold Coast, I now have the honour to transmit a supplementary report by that officer giving particulars of the settlement of the admitted and proved claims by British friendly and neutral

2. From this report you will learn that nearly all such claims had already been paid before receipt of your telegram of the 31st July † directing suspension of payments peuding further instructions. It has been possible, however, to stop the drafts in respect of the claims of British origin referred to in paragraph 1 of the enclosure, and I am holding them over pending receipt of your further instructions, but I may remark that the payees of those drafts have already been advised direct by the Controlling Officer that the payments are being made.

The question of gratuities to Mr. Mitchell and the Assistant Controlling Officers (referred to in paragraphs 2 and 4 of my despatch No. 545)* has now been settled by the Executive Council on the lines suggested by me, except that the gratuities to Mr. Muss and Mr. Johnstone have been reduced to £40 and £20

Accra, 24th July, 1915. IN continuation of my report of 28th June on the control and disposal of enemy property, I have the honour to further report now that all admitted and proven claims by British friendly and neutral creditors against enemy firms in this Colony have been paid as far as practicable. Claims of British origin, although not in respect of debts contracted by enemy branches directly under my control, have been paid in twelve instances on admissions by the local enemy agents that they were due. Drafts for these have been sent to you for transmission to the creditors through the usual official channels.

As regards admitted or proven claims of local origin, the Honourable Acting Treasurer, Mr. Davis, has been kind enough to have them paid by the Treasury in the same way as if they were payments of Government money. This shortens my work very considerably. In each instance I have made out Treasury vouchers for the amounts, provided for identification of the

where necessary, payee and handed over sufficient funds to the Treasury to cover the amounts payable.

3. Each claimant has been notified as to whether the amount of his claim is to be paid, and by whom; whether the claim has been rejected; or whether it is disputed, and can be paid only on an order from some of the courts in the Colony.

4. The attached statement shows the present position as regards enemy property in the Colony. The figures may not be exactly correct owing to the fact that returns from the outstation banks have not been received and compared, but they are sufficiently so for the purposes of this report. Mr. Archer has kindly promised to have the necessary comparison and adjustment, if any, made; to hand -over all balances to the Treasury: and to send you the Auditor's certificate that the accounts are correct. I should have liked to do all this myself, but it would mean probably a fortnight's prolongation of my tour, which is not desirable after nineteen months and in my present state of health. Besides, I do not think it is necessary. 5. Comparison between the attached statement and those that accompanied my report of 28th June is not possible as between the documents themselves, owing to continual changes in the position.
