I HAVE the honour to acknowledge the receipt of your despatch No. 799, of the 30th of October,* on the subject of the liquidation of enemy firms in this Pro- tectorate, and, with reference to paragraph 3, to enclose herewith copies of schedules showing the approximate figures of assets and liabilities of the firms controlled by the Liquidator of Enemy Aliens.

2. I should observe that many of the outstanding book debts and branch accounts are of doubtful value.

3. I am addressing you in a separate despatch with regard to the East African Trading Company.

Office of Liquidator of Enemy Aliens, Mombasa,

British East Africa, 20th December, 1915. I HAVE the honour to acknowledge receipt of your memorandum S.12493/39, of 16th instant, containing copy of letter No. 799 from the Colonial Office, dated 30th October, and also copy of cable from same office, dated 11th September last.

2. With regard to the East African Trading Company I understand that the Honourable the Attorney-General is in possession of all figures necessary to I have no supply the information required by the Secretary for the Colonies. figures here, since these matters do not come under the control of my office unless gazetted.

3. The arrangements suggested by the Honourable the Attorney-General at the recent conference with the representatives of the Company and the bank would, in my opinion, in no way contravene the policy now laid down by the Secretary for the Colonies.

4. I have not yet, however, heard that the Company and the bank have taken the necessary steps to carry through what was then suggested. I think that an imme- diate decision on their part should be required.

I am attaching duplicate schedules giving the approximate figures of assets and liabilities of the firms under my control, as requested in paragraph 3 of the London letter.

6. It should be pointed out that many of the outstanding book debts and branch accounts are of doubtful value. Some of the debtors cannot pay me because all their assets are book debts locked up in German territory, and some, I am afraid, will never be able to pay.
