I HAVE the honour to acknowledge the receipt of your Confidential despatch of the 31st October_last* regarding the agreement entered into by Mrs. Mary de Silva with Messrs. Freudenberg & Company, and to transmit to you the accompany- ing copy of correspondencet with the Board of Trade on the subject.

2. I have to confirm my telegram of the 15th January, in which I informed

you of my approval of your proposal in the matter.

3. I entirely agree in the Attorney-General's view of the matter. I am surprised, however, that the matter has not been brought to my notice at an earlier date.

I HAVE the honour to acknowledge the receipt of your Confidential despatch of the 21st January, 1918,§ relative to the agreement dated 28th February, 1914, entered into by Mrs. Mary de Silva with the firm of Freudenberg & Company. I have also received your telegram of the 15th January, approving the proposal to declare the agreement void, as being injurious to the public interest, as soon as certain debts are fully liquidated.

2. With regard to the concluding sentence of paragraph 3 of your despatch, I would invite reference to paragraph 5 of the memorandum by the Attorney- copy of which accompanied my General, dated 28th February, 1916, a despatch No. 130, of the 7th March, 1916.||
