2. Losses which may be presumed to have arisen while the cargo was in the custody of the Committee, including freight on completion of original voyage not recovered from consignees ·

II-Trading Losses.
1. Losses on trading account of voyages; losses of stores, including losses due
to action of the enemy or to other incidents of the service, and payments under
general average" and "first £40" clauses :-
(i) Where there is suspicion of culpable negligence or fraud on the part
of agents of the Committee
Not exceeding £100 in any case.
(ii) Where there is no such suspicion :-
Not exceeding £1,000 in any case.
(Loss on exchange and freight not earned, owing to evaporation of cargo or other wastage due to natural causes on the voyage, will not be treated as losses.)

Not exceeding £20 in any case.
(ii) Where there is no such suspicion
Not exceeding £100 in any case.
III.-Compensation for damage by collision; Expenses of detention of Ships
or Cargoes.
(i) Where, in the opinion of the Committee, there is suspicion of culpable
negligence on the part of agents of the Committee:
Not exceeding £100 in any case.
(ii) Where there is no such suspicion :-
Not exceeding £500 in any case.
IV-Gratuities to Pilots and others, Expenses of Stowaways, and Medical Expenses of Crews.
Not exceeding £100 in any case.
(No special record or approval will be necessary where the expenditure at one port does not exceed £50.)
Notes in general terms will be appended to the account of cases falling under I. 2 (i), II. 1, II. 2, III. (i).
Detailed notes will be appended of all cases (except those under IV.) for which Treasury sanction has been obtained.

TREASURY to THE OVERSEA PRIZE DISPOSAL COMMITTEE.
Treasury Chambers, 19th January, 1916. SIR,
IN reply to Mr. Tennyson's letter of the 12th instant, I am directed by the Lords Commissioners of His Majesty's Treasury to request you to convey to the Oversea Prize Disposal Committee the general authority of this Board to make arrangements, with the concurrence of the various Departments of State concerned, for the requisitioning of any vessel awaiting adjudication by the Prize Court in the United Kingdom, and for the commercial employment of any ship seized by His Majesty's forces on the high seas which it may be decided to bring to this country for adjudication, upon condition that advantage will not be taken of this sanction in any case unless the circumstances seem likely to enable the ship to be profitably employed.

TREASURY to OVERSEA PRIZE DISPOSAL COMMITTEE.
Treasury Chambers, 10th July, 1916. I AM directed by the Lords Commissioners of His Majesty's Treasury to acquaint you that the Secretary of State for the Colonies has suggested that various outstanding questions relating to expenses in connexion with prize proceedings be referred to the Oversea Prize Disposal Committee, viz :—
(a) Payment of fees or other remuneration to officers of Prize Courts and
other officers performing services in connexion with matters of prize.
(b) Expenses of telegrams in connexion with matters of prize.
Cost of printing reports of Prize Court proceedings.
Preparation of evidence in the United Kingdom for use on behalf of the Crown in Oversea Prize Courts.
Expenses of the examination of vessels.
Port light and harbour dues on vessels brought in for examination. (g) Expenses in connexion with ships taken as prize and released, e.g.,
8.8. "Hanametal," incurred by a Colonial Government, and
(h) Generally, all expenditure incurred in connexion with the maintenance
and employment of prize and detained ships.
The Secretary of State for Foreign Affairs agrees that the proposed reference
to the Oversea Prize Disposal Committee should include the question of expenses arising in connexion with the Prize Court in Egypt.
A copy of a letter, dated 30th ultimo, in which the Secretary of State for India in Council signifies his assent to the Committee considering questions affecting India is enclosed herewith.
I am accordingly to request that the Committee will be so good as to consider and make recommendations on the above questions.

WITH reference to the letters from the Colonial Office to your address No. 20625, dated the 31st May and 5th June, in which it is proposed that certain questions in respect of expenses incurred in connexion with prize proceedings before Oversea Courts should be referred to the Oversea Prize Disposal Com- mittee for their recommendations, I am directed by the Secretary of State for India in Council to say that no questions in regard to the points indicated in the letters have been referred to him by the Government of India, and that he is without the detailed information as to the existing practice in India that would appear to be required for the adequate consideration of the questions raised in their bearing on Indian Prize Courts.

Mean- while I am to say that if, as is understood to be the intention, the Committee are to make recommendations of general application throughout the Empire (outside the United Kingdom), Mr. Chamberlain has no objection to their including India within their scope, subject to the Government of India being subsequently con- sulted on the question of the adoption of the recommendations in India.
