MINUTES.
5.8. "Barenfels."
The Secretary reported that it appeared from Lloyd's List that this ship had been sunk on the 4th of November. He stated that, as this was a detained ship, no undertaking had been given by the Transport Department. The Committee did not think that any action need be taken in the matter.

9. 3.5. Diyatalawa."
"The Secretary reported that he had received from Messrs. Lachlan and Company
certificate of valuation amounting to The Committee £226,480 168. 10d., including coals and consumable stores. approved the payment of Messrs. Lachlan and Company's account for £16 9s. in respect of the valuation.
The Secretary also reported that, in connexion with the loading of this steamer for the voyage from Bombay, a writ had been issued against Messrs. Grahams and Company by the cargo owners. It had been arranged with the Treasury Solicitor that the case should be taken in the Commercial Court in the ordinary way.
10. 8.8. Achaia."-The Secretary reported that this ship had been sunk on the 7th of September.
11. 8.8. "Thor." The Secretary reported that this ship had been sunk by an enemy submarine on the 14th of November.

12. 5.8. Prinz Adalbert."-The Secretary reported the answer given by the President of the Board of Trade to a question addressed to him in the House of Commons on the 14th of November.

13. Seattle."-The Secretary reported that he had received a reply from the Transport Department with regard to the wireless apparatus on this ship. The Committee considered that the correspondence should be sent to the Admiralty Marshal for such action as he wished to take.
14. Cargo at Malta ex the s.s. "Maleas." The Secretary reported that insur- ance forms had been received showing that certain cargo had been landed at Malta which included ammunition and other warlike stores. Mr. Malkin reported that the matter was being dealt with by the Foreign Office, and the Committee agreed that no action need be taken by the Colonial Office in the matter.
15. Insurance Fund. The Secretary reported that he had been in corres- pondence with Mr. B. A. Glanvill with regard to the revision of the valuation of the sailing vessels in connexion with the Insurance Fund. The Committee agreed that Mr. Glanvill's recommendations as to the values should be accepted, and that the alteration should date from the existing voyages of the ships concerned.
The Committee also agreed that the allowance to be made for the risk taken with regard to the 8.8. Edna" for the voyage to Barbados should be calculated at the current rate of premium ruling at the time for the particular voyage, Mr. Glanvill's figures being accepted for the purpose.
16. 8.8. "Hocking."-The Committee considered that the managers of the Admiralty Coasting Trade Office at Newcastle should be asked to send credit and debit notes for the exact amounts involved in the sale of the linen and the master's additional expenses in returning to Nova Scotia.

17. "Lucia." The Committee considered that Messrs. Elder Dempster and Company should be asked to report what had happened to the prize coal on board this ship when she was taken over by them, and if the coal was not on board when the ship was handed over to them the Admiralty should be asked to give credit for the amount realized by its sale, less any expenses incurred in bringing the ship from St. Lucia. Until a reply had been received from the Admiralty the account for expenses, amounting to £181 38. 5d., should be held over.
18. 8.8. "Emir."- The Committee approved the payment to Messrs. Churchill and Sim of £18 es. 4d. in respect of their out-of-pocket expenses for charges made by the Port of London Authority on sundry prize goods ex this ship.
19. Balances.-The Secretary reported that the balance to the credit of the Committee on the 31st of October amounted to £728,493 88. 1d.

MINUTES.
THE ONE HUNDRED AND THIRTY-SEVENTH MEETING of the Committee was held at the Colonial Office on Monday, the 4th December, 1916, at 3.15 p.m.
The following members were present:-

1. The minutes of the previous meeting were confirmed, subject to alteration under head 3.

2. Railway Material ex “Erymanthos.”—Mr. A. Clarke, of Messrs. Churchill and Sim, and Mr. Horsey, of Messrs. Fuller, Horsey, Sons, and Cassell, attended the Committee with reference to an offer made by Messrs. Kerr, Stuart, and Com- pany, to purchase the whole of this material at £6,000, with the accrued charges. The Secretary reported that he had received a paper from the Ministry of Munitions, from which it appeared that a possible purchaser was interested in the locomotives on behalf of the P.L.M. Railway in France. The Gold Coast Government were also considering the purchase of two locomotives up to a limit of £2,000 each. In the circumstances, it was agreed that the offer received from Messrs. Kerr, Stuart, and Company should not be accepted, but that the material should, in any event, be put up for auction in lots.
Mr. Horsey asked that he might be informed on the morning of the sale whether any further offers were likely to be put in for any of the lots, and, subject to the consideration of any such offers, he would fix the reserves as he considered desirable in the light of the information received before the date of the sale. The Committee concurred,

8.v. "Clevedon.". -Mr. Holt reported that this ship had arrived at Pensacola. 8.v. "Terpsichore." Mr. Holt reported that this ship had arrived at Buenos Ayres,

"Nicolaos." Mr. Holt reported that only £61 was being claimed in respect of the damage to the cargo ex this ship.
He also stated that the whole of the freight had not yet been paid, but that he had given instructions that the Committee's account should be presented, and that the consignees should be informed that, if freight was not paid, the solicitors for the Insurance Club would communicate with them on the subject.
Mr. Holt reported that the demurrage claim had been settled for £45 12s. 8d. The Secretary reported to the Committee the substance of a minute from Mr. Holt with regard to his further inquiries as to the liability for cost of the shifting boards. In the circumstances, it was agreed that the charterers should be paid £18 out of the proceeds of the sale of the boards.
The Secretary reported the result of inquiries which had been made as to the constitution of the Overseas Syndicate, Limited. The Committee agreed that no objection need be raised to the constitution of this Company.
6. 8.v. "Carl."—A letter from the master of this ship, reporting that various
gear had been landed, etc., was read to the Committee.

7. Steamships "Hamm and Apolda."-Mr. Tennyson read to the Com- mittee a letter from the Admiralty relative to the carriage of wheat from Australia. It was decided, as regards the "Apolda," that the ship should con- tinue to be run by the Committee until the date of her arrival in Australia in ballast or of the discharge of any cargo in that country, if a cargo could be obtained from Mauritius, and that the ship should then be transferred to the Transport Department and the Committee's agreement with the Federal Steam Navigation Company terminated.
