decided to reply that they had no sailing vessel on that coast, and that they did not consider that they would be justified in allowing a detained sailing vessel to make the voyage from this country, which would take from nine months to a year; more- over, that it would appear to be a waste of time and tonnage to send a vessel from this country when she might be more profitably employed in the carrying of timber from Eastern Canada.

3. S.S. "Rostock."-The Committee considered a letter from the Foreign Office stating that this ship had been released by the military authorities and was. now lying idle at Port Said. The Secretary was directed to reply that the Com- mittee were prepared to bring the ship home with the concentrates now on board and any other condemned cargo required to be brought home from the Mediter- ranean, and that they trusted that if the Admiralty required the steamer and decided to bring her home they would make similar arrangements.

4. S.S. Edna." Mr. Holt reported that there was a hired chronometer on board this ship, and undertook to make inquiries as to the owner.

5. Motor-boat Euterpe "and Caique

Zoodochos Pigi."-The Committee saw no objection to these vessels, which had been condemned at Malta, being sold locally under the usual conditions.

6. Insurance of Cargoes.-The Committee considered a letter from the Admiralty regarding the insurance of the copper and lead detained at Gibraltar. They saw no objection to Messrs. Glanvill, Enthoven and Company discussing the question with Commander Leverton Harris.

Guten- 7. Messrs. Grahams and Company's Commission on sales of Cargo ex fels," etc.-The Committee decided that Messrs. Grahams should be asked to give an estimate of the value of the enemy cargo on which the commission suggested by them would become payable.

8. 8.8.

Emir": Sale of Sisal Hemp.-The Committee considered the short- hand note of a meeting which had taken place at the Admiralty with representa- tives of the hemp market, and decided that until the question was raised again no further action by them was necessary.

9. Accounts. (a) s.s. "Emil."-The Committee approved the payment to the captain of £10 by way of gratuity, in addition to his salary of £22 a month, for the first voyage of this ship. They decided that Mr. Bebb should inquire from the managers as to the necessity of the repairs executed at Alexandria.

Mr. Holt undertook to inquire from the managers as to the difference between the loaded cargo and the output on the second voyage.

(b) Steamships “Sandakan

" and "Chow Tai."-The Committee considered

Mr. Bebb's criticism on the auditor's report on the accounts of these steamers, and recommended that the Governor of the Straits Settlements should be asked why the salary of the second engineer had been charged against the ship after the date of his mobilization on the service of the searchlights.

'Istria."-The Committee approved the Hong Kong and Shanghai (c) 8.8. Banking Corporation's explanation as to the sale of the fifty-seven bags of sweepings.

THE ONE HUNDRED AND Eighteenth MEETING of the Committee was held at the Colonial Office on Monday, 10th July, 1916, at 3.30 p.m.

2. 8.8. Ednu."-The Secretary reported that the Transport Department had made arrangements to take over this ship for the transport service. Committee decided that a letter should be written to the Admiralty pointing out that no notice had been given by the Transport Department to the Committee of their intention to take over the ship, and that the action taken by the Transport Department involved the abandonment of arrangements made with Messrs. Elder Dempster and Company for dealing with the repairs of the ship and for her pro- posed voyage to West Africa. The Admiralty should also be informed that the Committee considered that all expenses should be borne by the Transport Depart- ment as from the 1st July, the day after the discharge of the ship was completed.

The Committee decided, on the recommendation of Messrs. Scruttons, to pay £40 in gratuities to the captain, the chief engineer, and the chief officer, for the manner in which they had carried out their duties during the voyage of the ship from Barbados.

The Committee approved the payment of £489 1s. 7d. to Messrs. Scruttons and Company for their disbursements, and also the payment of further sums due on the 23rd July and the 2nd August, amounting in all to £1,240 18s. Id.

Mr. Evans reported that the Board of Agriculture had now sold the cargo of nitrates from this ship, and that he proposed to instruct them to pay Messrs. Grace Brothers the price agreed upon, to pay into Court the amount due in respect of the original freight, and to pay the balance to the credit of the Committee.

3. S.V. "Clevedon."-The Committee approved the payment of £1,450 to Messrs. J. Hardy and Company on account of their disbursements.

4. 8.8. "Hamborn."-The Committee decided to accept an offer from the Admiralty of £18 for the chronometer of this ship.

5. S.v. Llandaff." The Committee considered an application for assistance from Mrs. Evans, the mother of an apprentice serving on board this ship when she was lost. In view of the terms of the letter from the Protection and Indemnity Association the Committee decided that they would not be justified in making any grant to Mrs. Evans.

6. 5.8. "Diana."-The Secretary reported that this ship had run down the

The Committee agreed that, having regard to the terms of the letter from the Sun Shipping Company, the 12th June must be accepted as the date of the redelivery of this ship under the charter-party. The Nigerian Government should be informed that the ship must be taken over by them as from the date on which she left Forcados, and inquiries should be made why so long a period was spent in examin- ing the ship after her arrival at that port. It was agreed that the insurance effected by the Nigerian Government should run as from the 12th June.

7. Steamships Rajaburi" and Quarta."-The Committee considered certain telegrams which had been received by the Admiralty and the China Navi- gation Company with regard to the redelivery of these ships. The Admiralty should be informed that the dates suggested by them for the redelivery of these ships could not be accepted without some further explanation, and Messrs. John Swire and Sons should be informed that the Committee considered that, on the information available, they should bear the expenses of docking and coating the ships at the end of the charter. Messrs. Swire should also be informed that, as regards the dates of redelivery, the Committee proposed to await further information.

8. S.3. "Nicolaos." The Secretary reported that the Prize Court at Alexandria had condemned sixty per cent. of the value of this ship as prize.

9. 8.0. Henny." Mr. Malkin stated that this ship was a Dutch fishing smack, and the Committee decided that no application should be made to the Court to requisition her.

10. s.s. “Hakan.”—The Secretary reported that this ship had now been con- demned. As an appeal was pending it was decided not to write to the Admiralty Marshal with regard to the question of her sale.

11. 5.8. Bangor."-The Secretary reported that this ship had now been con- demned, and he was instructed to write to the Admiralty Marshal saying that it was presumed that the ship would either be handed over to the Transport Department or be sold.
