MINUTES.
The Committee decided that the position of this cargo under the orders of the Prize Court at Alexandria should be explained fully to the Prize Claims Committee. 9. Remuneration of Newcastle Managers.-The Secretary read to the Com- mittee a letter from the Admiralty Coasting Trade Office on this subject. It was understood that no special fee, apart from the ordinary remuneration payable in respect of ships employed in the coasting trade, would be payable to the managers in respect of any ship taken over by them for the coasting trade for the period during which they were doing the ship's business as direct agents for the Committee.

Diana." -The Committee approved of the necessary arrangements for taking over this ship at the conclusion of the charter to the Sun Shipping Com- pany being made directly between the Nigerian Government and that Company, and also the Nigerian Government being authorized to see that the ship was handed over in a proper condition.

s.s. Syra."-The Committee agreed that no action could be taken with regard to the accounts which had been submitted to the Attorney-General at Gibraltar for the first voyage of this ship to Alexandria, until the report of the Colonial Auditor was received from the Governor.
The Committee agreed that if the expenses of the first voyage exceeded the amount received in freight that excess must be debited against the proceeds of the prize cargo on the ship.
Any loss on the second voyage of the ship should be met out of the general trading balance earned by other ships.

"Emir."-The Committee considered a letter from Messrs. Churchill and Sim explaining why rent had been paid for so long a period in connexion with the sale of cotton. The Committee decided that, as it had been impossible for their brokers to deal with this consignment at an earlier date owing to the failure of the Port of London Authority to render returns, that authority should be asked to make a refund in respect of the delay which had been caused thereby.
13. s.v. "Llandaff."-The Committee considered a statement of account which had been received by Mr. Holt from the manager. They noted that the manager had agreed to surrender to the Committee a portion of the commission agreed upon with him, and they recommended that after Mr. Bebb had examined the account he should be thanked for his action in doing so. The loss on this account should be debited to the Insurance Fund.

S.S. Nerine." -The Committee approved the payment of £1,198 16s. 6d. to the managers of this ship on account of their disbursements.

15. 5.5. Polkerris."-The Committee agreed that Messrs. Lachlan and Com- pany's account for £313 12s. 7d. might be paid.
16. s.n. "Chile."-The Committee agreed that three guineas might be paid to the Salvage Association in respect of their charges for holding a survey and reporting on the damage to this ship.. This sum had already been paid by Messrs. Glanvill, Enthoven and Company into the Committee's account.
17. 8.0. Yawry."-The accounts of the disbursements of the Consul at Dakar, which had been reported upon by Messrs. Houlder. Middleton and Com- pany, should be sent to the Assistant Paymaster-General to be examined.
18. General Average Statements.-The Secretary read to the Committee correspondence between the Treasury and the Committee's Accounting Officer with regard to the liability of the Committee for checking the accuracy in general average statements of the basic figures on which damages to cargo are calculated, or the calculations leading therefrom, to the final total damaged cargo.
19. Lloyd's Register.-The Committee approved the payment of a bill for three guineas to Lloyd's Register of Shipping.
20. The Examination of the Accounts of the Woermann boats loaded in West Africa. Mr. Bebb was present during the discussion of this subject. The Secre tary read a letter from the Admiralty Marshal asking that the services of Mr. Bobb might be placed at the disposal of his Department for the examination of the accounts relating to these boats. The Committee decided that the accounts should be further examined by Mr. Bebb during the following week, and that he should submit a report on the matter which could be considered by the Committee at their next meeting.

THE ONE HUNDRED AND THIRD MEETING of the Committee was held at the Colonial Office on Monday, the 13th of March, 1916, at 3.30 p.m.

1. The minutes of the previous meeting were confirmed.

2. 8.S. Grahamland.”—The Committee considered an application, which had been received by Messrs. Farrar Groves, that the difference of the freight between that payable to the Admiralty and that under the bills of lading should be paid to Messrs. Robert Jones and Company. The Committee decided that legal advice should be taken as to whether it was possible for the Committee to retain the difference in the freight, pending a reply from the British Columbia Government to the representations which had already been made to them as to the rechartering of the ship.
3. 8.0. 'Carl."-The Committee agreed that there was no objection to the captain remitting from Buenos Ayres, by bills on London payable at three months sight, any balance of freight.

Genesee."- 5.5.
."-The Secretary read to the Committee a report which had been received from the master as to the stores and provisions on board this ship.
5. 3.8. “Nicolaos.”—Mr. Evans undertook to inquire what action the Admiralty proposed to take on the letter which had been sent to them by the Foreign Office on this subject. The question should be brought up again at the following meeting of the Committee.

Senegambia." The Committee considered a written guarantee, which had been given on behalf of the Compagnie Générale Transatlantique, undertaking that, if the guarantee for the balance of the purchase money received from the French Government were accepted for the moment, an amended form of guarantee to cover interest at 6 per cent. on the unpaid instalment should be forthcoming in due course. In view of this undertaking by the Company the Committee agreed that the ship might be handed over to them at once with the bill of sale.
The Secretary read a letter, from the Collector of Dues at the port of Bristol, between suggesting that the Crown should pay dock dues on this vessel while lying up the 10th and 23rd of February, an allowance of one-third of the amount chargeable being made in view of the fact that the ship belonged to the Crown. The Com- mittee considered that they were entitled to claim total exemption, and decided that the Admiralty should be asked whether they concurred in this view.

Lome."-The Secretary read a letter from the Admiralty reporting the directions which had been given to this ship for her voyage to the United Kingdom.

"Emir."-The Committee agreed that the net proceeds of the sale of thirty bags of coffee, a consent to the release of which had been entered into by the Attorney-General at Gibraltar, might be paid to Messrs. W. J. and H. Thompson on their entering into a form of indemnity against all claims from third parties.
9. 8.5. "Istria."-The Committee approved the draft of a letter which it was proposed to send to the Prize Claims Committee relative to the disposal of the proceeds of the sale of the cargo delivered to the Hong Kong and Shanghai Banking Corporation.
