MINUTES.

£960 in respect of the Committee's claim in addition to Messrs. Waltons' taxed costs. The Committee decided that this offer should be accepted, if better terms could not be obtained.

14. Insurance of Ships.-The Committee considered a letter from the Admir- alty Marshal stating that the valuation of ships for the purpose of his general cover included the value of the ship's equipment and stores on board.

15. Accounts. (a) Schedule of Losses and Writes-off-The Committee con- sidered a letter from the Assistant Paymaster-General respecting certain questions with regard to the procedure on this subject. They decided that items which required Treasury sanction should be the subject of a letter from the Secretary to the Treasury; that items for the sanction of the Committee should, after receiving such sanction, be written off by the signature of the Chairman and Accounting Officer. With regard to the schedules contained in the Assistant Paymaster- General's letter, the Secretary was directed to inquire whether the first two items under the heading of the 8.8. Concadoro," in the second schedule, should not have been included in the last item under that heading, and, with regard to the third schedule, it was decided that the item under the heading of 8.8. Rooke "-voyage

2 should be struck out. Otherwise the schedules were approved.

(b) 8.8. "Paros."-The Committee considered correspondence which had passed between the Assistant Paymaster-General and Messrs. Turner, Brightman and. Company on the subject of the general average account for this ship. They decided that, as the amount involved was small, and any further amount recovered would be at the expense of the Indian Government, and as, moreover, the managers stated that if the adjustment had been made strictly, a smaller sum would have been recovered, the statement should be accepted without further question.

(c) Stamps for the Committee's Agreements.-The Committee approved the payment of £1 88. 6d. in respect of stamps supplied by the Colonial Office.

"Lome."-The Committee considered a proposal which had been made by the Admiralty that this ship should be brought home under their management from Duala. The Committee decided that they were ready to manage the ship, and recommended that Messrs. Elder Dempster and Company should be appointed to look after the cargo under their supervision. Mr. Evans undertook to see that a formal proposition to this effect was sent to the Committee immediately.

THE NINETY-EIGHTH MEETING of the Committee was held at the Colonial Office

on Monday, 7th February, 1916, at 3.15 p.m.

1. The minutes of the previous meeting were confirmed.

2. 5.5. Gibraltar."-During the discussion of this item Mr. Woods, of the Procurator-General's Department, was present.

The Committee discussed the contention of Messrs. Parker, Garrett and Com-" pany, that the freight for £697 14s, and £31 28. 7d. was not payable to the Com- mittee by the representatives, and decided, with the concurrence of Mr. Woods, that it could not be maintained under the terms of the agreement.

If it were assumed that Messrs. Parker, Garrett and Company's contention was correct, and that the freight referred to was not payable to the Crown under the terms of the agreement, the Committee considered that they could contend that the Crown had a right to apply for its condemnation. The Committee recommended that Messrs. Parker, Garrett and Company should be informed accordingly.

MINUTES.

The Secretary pointed out that, after this account had been settled, it would be necessary to adjust with other Departments the cost of the telegrams and of printing the agreement.

3. s.v. "Chile."-Mr. Holt stated that Mr. T. A. Shute's disbursements amounted to £1,200, of which some £600 represented the bill of the Ardrossan Salvage Company. In addition there were accounts for the tugs which were sent by the Admiralty to the assistance of the ship. Of these tugs one, although sent at the request of the Committee, had been unable to render any service. Committee thought that they would be obliged to meet the cost of the latter tug, but they recommended that Mr. Evans should make inquiries at the Admiralty As regards as to the amount which had been charged for the use of the tug. Mr. Shute's account for £1,200, the Committee recommended that he should be authorized to pay the bill from the Ardrossan Salvage Company, but that he should send in a detailed account of the remaining expenses before any payment was authorized.

Mr. Holt also stated that the sails and stores from this ship had been landed while she was aground, and he was trying to make arrangements for her sails to be used on the "Čarl."

The Secretary reported that the date of the action in connexion with the collision with the "Hirose" had been fixed for the 2nd of March.

4. s.o. "Carl." Mr. Holt reported that the High Commissioner for Canada wished to cancel the charter of this ship. The Committee asked Mr. Holt to sub- mit proposals for freight.

The Secretary reported that there had been a difficulty over the inventory taken by Messrs. C. W. Kellock and Company when the ship was taken over from Mr. Starkey on the conclusion of her voyage from British Honduras. He stated that it was proposed that a representative from Messrs. Kellock and Company and Mr. Starkey should visit this ship again at Falmouth in order that the inven- tory taken in London might again be checked by the person who had made the original inventory at Cardiff. The Committee approved this proposal.

5. 8.3. Kankakee."-The Committee decided that, in view of the represen- tations which had been made by the United States Ambassador, it was extremely doubtful whether it would be possible to arrange for a further voyage of this ship. It was understood that she would arrive on the 9th and that her discharge would take about ten days.

6. s.s." Tandem."-The account which had been prepared by Messrs. William Richards and Sons, the average adjusters, was circulated to the Committee, and they agreed that the matter should again be discussed at the following meeting of the Committee with Mr. Bebb.

7. Insurance of Copper at Gibraltar.-The Committee considered a letter from the Admiralty stating that it was considered that no risk had fallen upon the fire insurance underwriters having regard to the position of the copper under the original insurances effected by the shippers. It was agreed that Messrs. Glan- vill, Enthoven and Company should be informed accordingly.

8. 5.8. "Hillerod."-The Committee considered a letter from the Procurator- General forwarding a copy of a letter from Messrs. Botterell and Roche, applying for the release of this ship on bail. The Committee approved the proposed reply to the Procurator-General, which had been prepared after consultation with Admiral Slade, but suggested that Mr. Hipwood should be consulted before the letter was sent off, and that he should be asked whether a sentence should be added to the letter suggesting that the Board of Trade should be consulted as to the release of the ship.

9. s.s." Sandakan."--The Secretary laid before the Committee a report which had been received from the Governor of the Straits Settlements relative to the stranding of this ship. Mr. Holt had ascertained from Mr. Somerville that the cost of the repairs would be recovered from the underwriters, as the insurance which had been effected by the charterers had not expired at the date of the stranding.

10. 3.8. "Emir."-The Committee considered a further letter from their solici- tors on the subject of the application for a release of 1,000 bags of ground-nute.
