MINUTES.

Koerber "-The Committee approved the contracts for the sale of the brass and tin ex this vessel.

The Chairman informed the Committee that he had arranged with Messrs. H. A. Watson and Company that, in all cases of sales of metals on behalf of the Committee to Government Departments, half commission only should be charged. In cases of sales to private individuals the ordinary trade commission would be paid.

The Secretary was instructed to confirm this arrangement with Messrs. H. A. Watson and Company.

11. Insurance of Detained Ships.-The Committee considered correspondence which had passed between the Secretary and Messrs Glanvill, Enthoven and Company regarding the method of ascertaining the premium payable under the prize ships insurance scheme, and decided to sanction payment of the amount of £2,097 88. charged for premium.

12. S.S. "Emir "The Committee considered a despatch, dated the 10th of December. which had been received from the Governor of Gibraltar, with regard to the shortage of hemp and sisal ex this vessel.

13. Ships for the Coasting Trade.-The Secretary reported the steps which Hillerod," had been taken to secure the requisition of the steamships "Seattle," "Esrom," Jemtland," and Maracaibo " for the use of the coasting trade.

He was instructed to endeavour to obtain an early reply from the Foreign Office as to the proposal to requisition the two last-named ships.

Accounts. (a) s.v. "Bellas."--The Committee sanctioned the payment to Messrs. John Stewart and Company of £1,600 on account of their disbursements.

Gibraltar."-The Committee considered a letter from the Assistant (b) s.s. Paymaster-General regarding the charge for brokerage on the return voyage of this

steamer.

The Committee decided that the calculation of the charge on the amount of the cargo loaded in the vessel instead of on the amount discharged, should be accepted, on the assumption that this represented the usual practice in the trade

8.0. Neath." The Committee recommended that the Governor of Mauritius should be asked to look after the interests of the ship while at Mauritius. 3. s.s. "Kandy."-The Committee considered a letter addressed to Mr. Holt by Captain Segrave It was decided that the accounts should be adjusted between Messrs. Grahams and Company and Messrs. Joseph Chadwick and Sons, and the amount shown due from the Admiralty on the final settlement subsequently recovered from them.

4. 8.0. Bellas." The Committee decided that this ship should be fixed for wheat to the United Kingdom at about 1008.

5. $.3. Verdala."-The Committee considered a request from the Colonial Office that they would supervise the voyage of this vessel from Jamaica with log- wood, and the transhipment of the cargo at Cardiff for Hull, and make a recom-

mendation as to the apportionment of the freight with the Admiralty Coasting Trade Office. The Secretary and Mr. Holt were directed to make the necessary arrangements.

6. 5.8. Senegambia.”—Mr. Holt reported that this ship was due at Portis- head to-day. The Secretary was instructed to write to the Transport Department asking whether the ship was required for urgent naval or military service, and refer to the Foreign Office letter of the 20th December.

"Carl."--The Committee approved of the payment of the sum of £928 5s. 9d. to Messrs. Law and Company in respect of their disbursements on this vessel.

5,0. Chile."-The Committee approved the action which had been taken by Mr Holt in offering the wreck for sale and advertising for tenders.

9. s.o. "Kelp."-The Committee approved the action taken by Mr. Holt in putting this ship in the hands of the Salvage Association.

10. $.5. Adolphus," now "Polkerris."The Secretary was instructed to arrange with Messrs. Lachlan and Company for the sale of this vessel.

11. 8.8. Kankakee." The Secretary was instructed to obtain the leave of the Foreign Office, Treasury, and the Admiralty to this ship being loaded home by the Committee from an allied port. Mr. Holt undertook to make inquiries for freight on the understanding that the ship is not to go to neutral ports.

12. 5.8. "Concadoro."-The Committee considered a letter from the Assistant Paymaster-General relative to certain charges included in the account for this ship, and subsequent to the date of the sale The Committee decided that these charges should be met out of their funds, but that an attempt should be made to secure a refund of the charges made by the Port of London Authority.

"Emil."--The Committee considered a letter from the Assistant Paymaster-General raising the question whether the purchasers of this ship were justified in deducting income tax from the interest payable under their mortgage to the Committee. The Committee decided not to question the propriety of the deduction unless the point was raised by the auditor.

Committee "Gerd."-The considered a letter from the Foreign Office stating that it was not desirable that the first two of the above vessels should be requisitioned. The Secretary was

Gerd instructed to obtain Foreign Office sanction to the requisition of the s.s. for use in the coasting trade and to ask the Treasury for a general authority to apply, with the sanction of the Foreign Office, for all steamers against which prize proceedings are taken in the future or which are seized oversea and have to be brought to this country for adjudication.

15. 5.8. Apolda."-The Committee approved the action of the Secretary ir agreeing to a variation in the discharging ports for the fourth voyage of this vessel. 16. Cargo Insurance Cover Copper detained at Gibraltar.-The Committee considered a letter from the Admiralty declining to be responsible for the premium on these cargoes. They approved a draft reply which had been prepared by the Secretary, subject to certain modifications.

17. Minutes of the Committee's Proceedings.-The Committee approved the Secretary's proposals for having the minutes of proceedings and other documents until the end of 1915 bound up. They decided that, in addition to the documents already in print, there should be secured a financial statement of the position of the Committee at the end of 1915. and a report from the Admiralty Coasting Trade Office showing the amounts of coal carried during the year and the financial position of the Office at the end of the year.

18. 5.5. "Koerber."--The Committee approved an advance to Messrs. Arthur Holland and Company of £4,000 on account of their disbursements on this steamer. 19. Steamships "Chow Tai" and "Sandakan."-The Committee approved the agreement for the management of these steamers which had been entered into by the Governor of the Straits Settlements, on behalf of the Admiralty, with the Straits Steamship Company, Limited. The Secretary was directed to send copies to the Admiralty.
