After general discussion Professor Farmer moved, and Professor Blackman seconded the following resolution, which was carried unanimously:-

"That this Sub-Committee recommends that an invitation be sent to Dr. E. J. Butler to accept the post of Director."
In the event of Dr. Butler declining it was decided that the Committee should meet again.
Professor Farmer moved, and Professor Lang seconded:-
"That this Sub-Committee recommends that the Director's initial salary should be £750 per annum without war bonus, and suggests that an incremental scale should be fixed with annual increments of £25."
This resolution was also carried unanimously. The Committee did not feel in a position to suggest what maximum should be fixed.
The Committee considered that it might be desirable before summoning a general meeting of the Managing Committee to ascertain whether Dr. Butler would wish his name to be considered for the appointment of Director. They also considered that it was doubtful if the present income of the Bureau would be sufficient to meet necessary expenses, including the salary of the Director, as above, and they suggested that an early meeting of the Finance Sub-Committee might be necessary to consider this aspect of the matter.

MINUTES OF THE SECOND MEETING OF THE SUB-COMMITTEE OF THE IMPERIAL BUREAU OF MYCOLOGY FOR THE APPOINTMENT OF A DIRECTOR, held at the Colonial OFFICE on MONDAY, THE 2ND OF FEBRUARY, 1920, at 3.0 p.m.
Present:
SIR DAVID PRAIN (in the chair).
PROFESSOR BLACKMAN.
MR. COTTON.
PROFESSOR FARMER.
MR. BECKETT (Secretary).
THE minutes of the previous meeting* were read and passed.
The Committee then proceeded to consider the reply received from Dr. E. J. Butler in connexion with the appointment of Director of the Bureau, and the Secretary read telegraphic correspondence between the Secretary of State for India and the Viceroy, as below:-
"From Secretary of State to Viceroy, Revenue and Agriculture Department, 10th December, 1919.
"If you can spare Butler, Imperial Mycologist, Colonial Office offer him appointment of Director Imperial Bureau Mycology. Salary £750, annual increment £25, maximum probably not exceeding £1,000. Please telegraph whether you agree and he accepts."
"From Viceroy, Revenue and Agriculture Department. Dated 7th January, 1920. Received 11.0 a.m., 14th.
Butler acceptas Director- "Your telegram dated 11th December, 1919. ship of Imperial Bureau Mycology provided his Indian service counts for pension, and salary commences at £800. We agree."
Professor Farmer moved and Professor Blackman seconded a resolution that Dr. Butler should be permitted to enter on the scale at £800 per annum. It was also decided to recommend that the maximum of the post should be £1,000. The chair- man read a letter from Dr. Butler, from which it appeared that Dr. Butler believed the post of Director to be pensionable. As this is not the case it was decided that the Secretary should communicate with the India Office on the subject, and ascertain whether, if Dr. Butler were to retire from the Indian service in March, he would be entitled to pension immediately from Indian funds, and that if this proved to be the case a further communication should be made to Dr. Butler explaining the situation to him.

MINUTES OF THE THIRD MEETING OF THE SUB-COMMITTEE OF THE IMPERIAL BUREAU OF MYCOLOGY FOR THE APPOINTMENT OF A DIRECTOR, held at the COLONIAL OFFICE ON MONDAY, THE 26th April, 1920, at 3.0 P.M.

The Committee discussed a letter from the India Office of the 10th of April,
a copy of which is annexed.
Professor Blackman moved, and Mr. Pethybridge seconded, the following resolution, which was carried unanimously:

the Committee of "That this Sub-Committee recommends to Management to advise the Secretary of State to concur in the terms recommended by the Government of India and approved by the Secretary of State for India, viz.: that the services of Dr. Butler, as Director of the Imperial Bureau of Mycology, be accepted for a period of three years, during which Dr. Butler will be seconded by the Government of India, the Imperial Bureau, through the Colonial Office, accepting liability for his pension contribution of Rs.200 per mensem."
Sir David Prain moved and Professor Cotton seconded
"This Sub-Committee recommends that the salary of the appoint- ment should be £750, rising by annual increments of £25 to £1,000 per annum, and that Dr. Butler should be permitted to enter on the scale at £800 per annum; and that no war bonus should be paid."
It was considered that an early opportunity should be taken to bring these resolutions before a general meeting of the Managing Committee.
Annexure to No. 145.
SIR,
India Office, Whitehall, London, S.W., 10th April, 1920. WITH reference to this Office letter dated 15th January last, and to Mr. Beckett's d.o. letter of 3rd February, on the question of the amount of the pension, if any, that would be admissible to Dr. Butler from Indian revenues in the event of his taking up the post of Director of the Imperial Bureau of Mycology, I am directed by the Secretary of State for India in Council to inform you that Dr. Butler has not yet completed the necessary period of service for pension. The Government of India, however, are willing that he should be seconded for three years for the purpose of starting the Bureau, provided that the Colonial Office will accept liability for his pension contribution of Rs. 200 per mensem, and that he subse- quently returns to India to complete his service for pension. Dr. Butler accepts this suggestion.
I am to say that Mr. Secretary Montagu approves the Government of India's recommendation and to inquire whether Viscount Milner concurs in the terms pro- posed.
