REPORT OF CHAIRMAN OF FINANCE SUB-COMMITTEE.
SINCE the last General Meeting of the Committee, one meeting of the Finance Sub-Committee has been held to consider certain matters which were submitted by the Director of the Bureau.
On the recommendation of the Sub-Committee, the war bonus paid to the staff of the Bureau has been raised to the same level as that now paid to the members of the Civil Service generally, that is to say, an addition of thirty per cent. of salary plus £60 per annum, as from the 17th of November, 1919, from which date the Treasury award took effect. The estimated additional cost per annum resulting from the payment of the increased war bonus is £270. The Sub- Committee would have wished to obtain the prior approval of the Committee; but
257
as the principle of paying the Civil Service war bonus to the staff of the Bureau had already been accepted, and as it was desirable to deal with the matter without delay, they felt justified in anticipating the concurrence of the Committee.
3. The Sub-Committee considered suggestions submitted by the Director for the appointment of assistants in the Bureau. They authorized the Director to engage Captain H. S. Bushell to replace Captain Waterston, at a salary of £150 Further, they agreed that temporary appointment per annum plus war bonus. should be offered to Dr. B. Uvarof, of the Caucasian Museum, Tiflis, at a salary of £300 per annum plus war bonus, and that the cost of passage to England, for himself and his family, should be provided from the funds of the Bureau, as it was understood that he would be unable to pay for these himself.
4. In his half-yearly report, the Director has dealt with the financial position of the Bureau; and it is not, therefore, necessary to enter into this. But the Sub- Committee desire to emphasize the fact that the Bureau is now drawing on its reserve fund in order to meet current expenditure, and that it is essential that the grant of increased financial support should be pressed at the forthcoming Confer- ence, at which representatives of practically all the Dominions, Colonies, and Protectorates which contribute to the Bureau, will attend.

No. 107.
MINUTES OF A SPECIAL MEETING OF THE MANAGING COMMITTEE OF THE IMPERIAL BUREAU OF ENTOMOLOGY, held at the ROOMS OF THE LINNEAN SOCIETY, BURLINGTON HOUSE, on Friday, 11TH JUNE, 1920.
Present:
SIR SIDNEY HARMER (Chairman).
MAJOR AUSTEN.
DR. BAGSHAWE.
SIR DAVID BRUCE.
MR. FRYER.
PROFESSOR Newstead,
DR. MACDOUGALL. SIR JOHN MCFADYEAN. PROFESSOR POULTON.
SIR DAVID PRAIN,
MR. THEOBALD.
DR. MARSHALL (Director of the Bureau).
DR. NEAVE (Assistant Director).
MR. PARKINSON (Secretary).
THE following representatives of the Dominion Governments to the Imperial Entomological Conference were also present as ex-officio members of the Managing Committee:-
1.
Mr. C. P. Lounsbury (Canada and South Africa).
Dr. R. J. Tillyard (New Zealand),
Professor R. D. Watt (Australia).
Resolutions to be submitted for the approval of the Imperial Entomological Conference were examined. The Committee approved the resolutions shown in Annexure I. to these minutes.
2. The Committee approved the detailed recommendations as to staff, salaries, and other expenditure submitted by the Special Committee appointed by the Conference, on the 1st of June, to report on the finances of the Bureau (see Annexures II. and III.).
3. The Committee received a statement prepared by the Special Committee showing the present contributions to the Bureau and the contributions tentatively suggested to secure an annual income of £13,000 (Annexure IV.). It was explained that the decision as to the contributions to be asked for must rest with the Secretary of State for the Colonies, to whom the matter had not yet been referred. In reply to a question by Dr. Tillyard, the Chairman stated that if the new contributions to be asked for were not agreed to in their entirety by the contributing Governments, the Managing Committee would carefully examine the position and take into consideration the question of making a pro rata reduction in all the items of expenditure.
