2. Dr. Washburn is a young man, and, after consulting the Surgeon-General, I have decided to leave Dr. Campbell as Acting Medical Officer in charge pending your further instructions as to whether you will appoint a more senior Medical Officer to succeed Colonel Dodd, which would, he thinks, be best if one is obtainable later.

3.

I propose to appoint Dr. Washburn to be Second Medical Officer, at the same salary that Dr. Campbell was getting, viz., £350 a year and free quarters, or an allowance of £50 in lieu thereof, and a travelling allowance of £75 a year.

4. With reference to the appointment of a second Assistant Medical Officer, which is provided for in the estimate approved by the Commission, Dr. Washburn informs me that Dr. Covington, another Medical Officer of the Commission, of the same standing as himself, employed in the United States, will probably be available in April, and suggested that application should be made for his services. approve I shall be glad if you will communicate with the Commission.

January I was able to cause Dr. Heiser to be informed that immigration was again permitted (though in a restricted form). Dr. Heiser was at the same time notified of my entire approval of the Commission working upon the lines suggested by Mr. Wickliffe Rose, and it was suggested that preliminary discussions between him and the Principal Medical Officer should take place when he visited Kuala Lumpur.

I hope, therefore, to learn from the Principal Medical Officer, Federated Malay States, soon after Dr. Heiser's visit. what arrangements are recom- mended for the Commission beginning its work in the Federated Malay States, and what proposals are made for the appointment upon the Commission of a member secured locally.

THE GOVERNOR to THE SECRETARY OF STATE. (Received 27th March, 1915.)

(No. 37.)

Government House, Belize, 5th March, 1915. On the 20th November, 1913,* I had the honour to forward to you a report on Ankylostoma in the Colony. In my despatch I indicated that the report of the Principal Medical Officer was of little value, being based on guess-work and not on personal observation. In order to get some fairly trustworthy information from which an idea of the prevalence of Ankylostomum might be obtained, I in June last gave directions that the stools of all persons admitted to the hospitals or the prisons should be examined, and in December called for a report of the result. The enclosed copies of minutes, and of a report by Dr. Cassel, contain a partial report.

2. Dr. Harrison asked to have Dr. Cassel's report back to embody in his annual report. On my saying he could have a copy, but that I must have the minute paper back, it seems to have occurred to him that he had better obtain some further As a result, reports have information beyond what he had already_furnished me. been received from Drs. Gann, Winter, Woodman, Lewis, and Cassel, of which I enclose copies, together with a minute by Dr. Harrison.
