Downing Street, 16th November, 1914. I AM directed by Mr. Secretary Harcourt to transmit to you the accompany- ing print,* containing a proposal for the appointment of a Commission to inquire into the prevalence of ankylostomiasis in the Malay States, the effects of the disease on the health of the population, and the value of campaign of eradication.

2. Any definite action on this proposal must be deferred until an expression of the views of the High Commissioner for the Malay States has been received, but in the meantime Mr. Harcourt will be obliged if you will favour him with sugges- tions as to the nomination of one or more British members of the Commission, and also as to the remuneration which it would be desirable to offer to the members.

SIR,

I AM directed by Mr. Secretary Harcourt to acknowledge the receipt of your letter of the 23rd ultimo,* and to request that you will convey to the International Health Commission an expression of his thanks for their offer to lend Medical Officers for short terms of service in the Colonies, in connexion with the campaign against ankylostomiasis.

2. A copy of your letter has been communicated to the Governor of Trinidad,

who has been informed that I see [Mr. Harcourt sees] no objection to his availing So far as other himself of the generous offer of the Commission if he desires. Colonies where ankylostomiasis work has been authorized are concerned, Medical Officers have already been selected, though in St. Lucia and St. Vincent they cannot begin work until additional Medical Officers to fill vacancies on the ordinary estab- lishment have been obtained.

I HAVE the honour to transmit to you, for your information, a copy of a lettert which I have caused to be addressed to the International Health Commission, respecting a proposal to appoint a Commission to inquire into the prevalence, etc., of ankylostomiasis in the Malay States.

This letter was sent in reply to onet covering a copy of Mr. Wickliffe Rose's letter to you of the 8th October. A print of the letter is enclosed.

I HAVE the honour to acknowledge the receipt of your letter of 16th November (40449/1914),† concerning the proposal for the appointment of a Commission to inquire into the effects of ankylostome infection on the health and working efficiency of the coolie population of the Malay States, and asking for suggestions as to the nomination of one or more British members of such a Commission.

2. It appears from Dr. Heiser's "Project" that the Commission would visit Ceylon, Siam, the Philippines and Indo-China, and possibly New Guinea, so that It is of importance that the the work would be of perhaps two years' duration. conclusions of the Commission should command general assent, so that its British member, or one of the British members if there were two, should be men of some experience in investigation.

3. I do not at present know of any available men who have the necessary experience, and would prefer not to make suggestions as to remuneration till we know what it is proposed to do on the American side as regards both the standing of their members and payment.

WITH reference to my despatch No. 334, of the 28th September last, § I have the honour to transmit to you the accompanying copy of a letter from the Inter- national Health Commission intimating that the Commission will be prepared, as a temporary arrangement, to lend Medical Officers for service in connexion with the campaign against ankylostomiasis in the Colonies where there is a difficulty in filling vacant appointments.

2. Should you desire to avail yourself of the generous offer of the Commis- sion, I have no objection to your applying to them for a doctor to fill the post of Second Assistant Medical Officer in Trinidad.
