Transmits copy of No. 87; states that, should he desire to avail himself of the offer of the Commission, there is no objection to his applying to them for a doctor to fill the post of Second Assistant Medical Officer in Trinidad.

Conveys thanks for their offer to lend medical officers; and states that the Governor of Trinidad is being in- formed that there is no objection to his availing himself of the generous offer; but in the other Colonies where work has been authorized the medical officers for the purpose have already been selected.

States, in reply to No. 41, that its British member should be a man of some experience in investigation; does not know of any men having the necessary experience, and prefers not to make suggestions as to remu- neration at present.

Asks, in reply to No. 89, for Dr. Mac

donald's plan of campaign, and agrees that quarterly reports should be furnished, which should deal not only with finance but with the general sanitary measures adopted, or recommended for adoption, in the centres of infection.

States, in reply to No. 40, that a visit by Dr. Heiser would be welcomed; Mr. Harcourt would be glad to con- sider any proposals the Commission may put forward, as a result of this visit, for providing the necessary medical staff.

Transmits copies of Nos. 40 and 48; requests him to report fully any pro- posals that Dr. Heiser may make as & result of his visit. Submits despatch from the Adminis

trator of Bt. Vincent explaining that it is impossible, for lack of sufficient medical officers, at present to com- mence the campaign in St. Vincent, and suggesting that the International Health Commission be advised to discontinue for the present crediting the Colony with funds for the pur- pose; agrees to course proposed. States that Dr. Howard will visit Trini- dad at an early date and will advise with the local authorities as to the temporary detail of a Director to Trinidad; Dr. Washburn will be available for such an assignment by 1st January; requests further advices with reference to the Ankylos. tomiasis Commission, and expresses hope that a British member might be secured locally in the Malay States.

Awaits with interest the conference between Dr. Howard and the Trini- dad Government; if the Governor recommends it Mr. Harcourt will be glad to accept the assistance of Dr. Washburn, but hopes that the Com- mission would see no objection to his accepting a formal appointment from the Governor in order properly to define his status; the views of the High Commissioner of the Malay States will be obtained as to the appointment of a local member to the proposed Commission of Inquiry. Suggests that the proposed inquiry in the Malay States should be post- poned till quieter times, and that in the meantime the Americans should carry out the campaign in the Philippines.
