I HAVE the honour to acknowledge receipt of your favour of 14th January submitting, for consideration by our Commission, the plan of work outlined by Dr. J. E. A. Ferguson for the relief and control of ankylostomiasis in the Peter's Hall Medical District; and advising that this plan has the approval of the Surgeon- General and the Government Medical Officer.

2. In reply I am enclosing copy of the minute of the action by our Executive Committee approving the plan in its purpose, scope and spirit, and making avail- able funds for beginning the work.

3. Following our experience in the States we have taken it for granted that in putting the plan into operation the Surgeon-General and Dr. Ferguson will want to begin on a small scale; and that in this early stage of the work they will need to have freedom of action in trying out their working methods and working agencies. This freedom has been provided by giving them authority to change the budget to fit the needs of the work.

4. With this beginning it is expected that the work in Area B may soon point the way to a full working plan on a definite budget basis.

* It was understood from Mr. Rose that the Supervising Medical Officer would be sent from America

at the expense of the Rockefeller Sanitary Commission.

N.B. The estimated cost is for the first year, it is probable that after that, or even before, the

cost will be reduced by reduction of staff.

In any case items marked t will not be recurrent. The cost of thymol will also be very largely

decreased.

ROCKEFELLER FOUNDATION INTERNATIONAL HEALTH COMMISSION.

Action of the Executive Committee of the International Health Commission, 13th February, 1914.

Voted:

1. That the plan of work submitted by Dr. J. E. A. Ferguson for the relief and control of ankylostomiasis in the Peter's Hall Medical District, British Guiana, be approved subject to such modification from time to time as the work may require.

2. That the budget for "Area B" of this plan be adopted; and that for the purposes as set forth in this budget the sum of $7,244.70 be appropriated. The funds to be paid into the Treasury of British Guiana; to be expended in accordance with the budget; and to be disbursed and audited as Government funds are disbursed and audited. The same to be paid into the Treasury of British Guiana on requisi- tion by the Director or his authorized representative.

3. That the Surgeon-General be authorized, on written recommendation by Dr. J. E. A. Ferguson and the Supervising Medical Officer, to change this budget as the work may require within the limits of the total annual expenditure.

I hereby certify that the above is a correct copy of the minute.
