COLONIAL OFFICE to INTERNATIONAL HEALTH COMMISSION.

I AM directed by Mr. Secretary Harcourt to transmit to you, for the considera- tion of the International Health Commission, draft estimates of the expenditure to be incurred during the first year in connexion with the campaign against ankylos- tomiasis in Trinidad, Greuada, St. Lucia, St. Vincent, and Antigua.

These estimates, which were drawn up in the first instance in the Colonies affected, have been examined by the members of the Ankylostomiasis Committee, and have been exhaustively discussed with Mr. Wickliffe Rose by members of this Depart-

ment.

In the case of Trinidad, Mr. Harcourt understands that the Commission have already authorized an expenditure more than sufficient to cover the estimate here

shown.

In the event of the other estimates meeting with the approval of the Commis- sion, Mr. Harcourt will be much obliged if you will communicate their approval to the Governments concerned.

It is intended that provision should be made by the Legislature of each Colony for the whole amount to be expended during the year on this work, and that the amount to be recovered from the Commission should be shown as a special item of revenue. The financial year in these Colonies begins on the 1st Apríl, and if it is convenient to the Commission this will be the period covered by the estimates. It is suggested that each Colony should obtain from the Commission quarterly advances for carrying on the work, complete and audited accounts being furnished yearly or half-yearly as the Commission may desire; but Mr. Harcourt is content to leave the details of the financial arrangements for settlement between the Commission and the local Governments.

I am to take this opportunity of expressing to the Commission Mr. Harcourt's high appreciation of the generous provision which the Commission propose to make for the eradication of ankylostomiasis in these Colonies. Mr. Harcourt will make every effort to secure the efficient and economical administration of these funds.

Mr. Harcourt recognizes that it is essential to the permanent success of the great work which the Commission are doing that adequate, continuous, and energetic measures for the improvement of sanitation should be taken at the same time by the local authorities. He is confident that the Commission may rely on the hearty co- operation of the Colonial Governments in this respect; and he has instructed the Gov- ernors of the Colonies affected to keep this aspect of the question constantly before them, and to draw particular attention in their periodical reports to the progress made in the improvement of sanitary conditions.
