2. That in order to begin operations under this plan the budget for Trinidad, marked as "Exhibit A," herewith presented, be adopted, and that for the purposes as set forth in this budget the sum of $12,978.55 be appropriated; the funds to be paid into the treasury of Trinidad; to be expended in accordance with the budget, and to be disbursed and audited as Government funds are disbursed and audited. The same to be paid into the treasury of Trinidad on requisition by the Director or his authorized representative.

3. That the Director be authorized, after conference with the Colonial Office in London, to make such minor changes in the budget as this conference may indicate as necessary, the total appropriation not to exceed the amount herein specified.

In continuation of my despatch, Miscellaneous, of the 9th January, I have the honour to inform you that Mr. Wickliffe Rose, Director of the International Health Commission, is now in this country, and will leave in a few days for Egypt, whence he will proceed to Ceylon and the Malay States.

Mr. Rose will be asked to communicate with you when the date of his arrival at Singapore'is definitely fixed.

I HAVE the honour to acknowledge the receipt of your despatch, No. 76, of the 11th February, with regard to the working of "The Diseases (Labourers) Ordinance, No. 10, of 1912."

2. I am glad to learn that progress is being made with the sanitation of estates, and that the relations of the Inspecting Medical Officers with the public are satisfactory.

3. As regards paragraph 4 of your despatch, I would suggest that there is no necessity for any material change of practise with regard to the enforcement of the penal provisions of the Ordinance until Mr. Rose has made known the proposals of the International Health Commission.

WITH reference to your despatch No. 17 of the 14th January,* I have the honour to inform you that Mr. Wickliffe Rose, Director of the International Health Commission, will be accompanied on his visit to Ceylon by Dr. F. M. Sandwith, formerly of the Egyptian Medical Service, and now of the London School of Tropical Medicine.

Mr. Rose is now in this country, and will leave shortly for Egypt, whence he will proceed to Ceylon.

WITH reference to Mr. Grannum's despatch No. 317 of the 17th October, 1913, respecting the visit of Mr. Wickliffe Rose to British Guiana in connexion with the operations of the International Health Commission, I have the honour to inform you that I gather from Mr. Rose that a scheme for treating ankylostomiasie in the Peter's Hall District of British Guiana has been put in operation.

2. It is desirable that I should receive full and early information of all measures taken in co-operation with the International Health Commission, and I shall be glad if you will furnish me with particulars of the scheme.
