Foreign Office, 16th February, 1914. THE Under-Secretary of State for Foreign Affairs presents his compliments to the Under-Secretary of State for the Colonies, and, by direction of the Secretary of State, transmits herewith copy of a despatch from Viscount Kitchener, Cairo, No. 8 Commercial, dated 7th February, respecting the Ankylostomiasis Committee. Reference to previous correspondence: Letter to Foreign Office: 1833/1914, 23rd January.*

British Agency, Cairo, 7th February, 1914. In reply to your despatch No. 9, Commercial, of 30th January, I have the honour to inform you that Lieutenant-Colonel Sir David Semple, the recently appointed Director-General of the Public Health Department, has been nominated a member of the Ankylostomiasis Committee.

3. The medical staff would be selected by you or the Commission as you and the Commission may decide, from outside the Colony.
4. The work would be under the general supervision of the Surgeon-General, to whom the Medical Officer in charge would be responsible, and to whom he would furnish reports from time to time, and an annual one for your information and that of the Commission.
5. All accounts and vouchers to be sent, to the Surgeon-General and audited as other Government accounts.
An abstract of the accounts to be forwarded to the Commission either half- yearly or yearly, and supported by such certified copies of vouchers as they may desire.
The Receiver-General to open a special Deposit Account, to which such sums as may be received from the Commission would be paid and the expenditure charged. 6. The districts first recommended for stations for the Assistant Medical Officers are:-
1. San Fernando;
2. Couva and Chaguanas;
3. Caroni; and
4. Arima.
The headquarters of the Medical Officer in charge would be at San Fernando.
7. We estimate that the cost of establishing the scheme in the first year would
be as follows:-
(1) Medical staff-salaries and allowances
(2) Microscopists (local)-salaries
(3) Clerk (local)--salary
(4) Equipment and apparatus
(5) Office rent
(6) Contingencies
(7) Passages of medical staff
To be paid by the Commission.
(8) Medicines to be provided by Government of Colony. (9) Stationery

Government House, 2nd February, 1914. SIR,
WITH reference to your despatch, Miscellaneous, of 26th August,t on the subject of the Rockefeller Sanitary Commission, I have the honour to inform you that Mr. Rose paid a visit to this Colony in October and November, and, as the result of his visit and of a conference which I had with him and the Surgeon- General. I received the enclosed copy of two letters from him recommending the lines upon which the campaign against ankylostomiasis should be undertaken here, and forwarding a copy of what he had recommended to the Government of Grenada as a basis on which we could form an estimate.
2. I have been carefully into the matter with the Surgeon-General, and the Auditor-General, and in accordance with Mr. Rose's desire I have the honour to submit the following proposals for your consideration, and, if approved by you, to be forwarded for submission to the International Health Commission in Washington:
(a) The work to be under a Medical Officer in charge.
(b) Four Assistant Medical Officers, working in specified districts.
(c) Five microscopists, who can be obtained locally, and who would act as
clerical assistants to the Assistant Medical Officers.
(d) A clerk to the Medical Officer in charge.
(e) The necessary equipment for microscopes, lanterns, and slides to be
provided by the Commission.
(f) Medicines and stationery to be provided by this Government.
A copy of this despatch will be forwarded to Mr. Rose.

I did have opportunity to talk over some of them with the Surgeon-General, but that too was hurried.

He asked me to give him the details of the tentative agreement reached in some of the other islands. I am enclosing copy of a letter which I have just addressed to the Surgeon-General, and copy of the tentative budget* as agreed upon for Grenada. This may have some value when it comes to working out the details of the budget for Trinidad.
If I can be of any service at any point in working out these details, our whole experience is at your command.
