2nd. That on the termination of the campaign by the International Health Commission, that I have the power to revert to my substantive appoint- ment at a salary not less than I receive at present.
3rd. That as agreed to by Mr. Rose, that owing to the fact that I have not had "long leave of absence" for thirteen years, that when the campaign had been in thorough working order, say for a year or two, that I should be granted six months' leave of absence on full pay, and that the Inter- national Health Commission would find the salary of a Medical Officer to carry on the campaign during my absence.
On the lines I have suggested, I am of opinion that an ankylostomiasis campaign could be effectually carried out and at comparatively small cost.
I append a budget for the requirements of St. Vincent. To some of the prin- cipal items in the budget reference has already been made, but I should like to refer to the contingency_vote, which has been put down at £200 primarily on the recom- mendation of Mr. Rose that this head should purposely be made a large one to cover any unforeseen expenditure that might arise, in preference to overdrawing any of the other sub-heads. It is, therefore, probable that there might be a large saving on this vote.

REFERRING to my minute of 21st ultimo to Your Excellency, copy of which is attached, and subsequent minutes, I have the honour to report that I laid the papers on the subject of Mr. Wickliffe Rose's mission before the Executive Council yesterday, and that the Council gladly accepted on behalf of St. Lucia the generous offer of the Rockefeller International Health Committee [Commission.]
2. The enclosed budget estimate which I had prepared was also approved. 3. The figures differ somewhat from those estimated for Grenada, but they are made to suit the conditions of St. Lucia, so far as it is possible to estimate without actual experience of the working of the scheme.
