No. 3.
SIERRA LEONE.
THE SECRETARY OF STATE to THE GOVERNOR.
(Miscellaneous (2).)
[Answered by No. 16.]
SIR,
Downing Street, 6th January, 1914. I HAVE the honour to acknowledge the receipt of Mr. Evelyn's despatch No. 615 of the 6th December last,* on the subject of the collection of photographs of the Colony and Protectorate for the use of the Visual Instruction Committee, and to inform you that Mr. Alldridge has communicated with the Committee and has undertaken to place at their disposal a number of the views in his possession.
2. The Committee desire to explain that, since it is necessary to retain negatives permanently with a view to the multiplication of slides, and since much risk of injury is involved in the transmission of original plates, they would prefer to be furnished with prints, except in cases where the return of negatives is not required. They would be glad, therefore, if Mr. Lean would be good enough to select suitable prints from the collections of those residents who may be prepared to lend them, and to forward them with his own series. Negatives could be made here from the prints, which would then be returned to the owners.

(No. 22.) SIR,
No. 6.
LEEWARD ISLANDS.
THE GOVERNOR to THE SECRETARY OF STATE. (Received 3rd February, 1914.)
[Answered by No. 11.]
Government House, 13th January, 1914. It is with much regret that I have been obliged to delay for so long my acknowledgment of your despatch Miscellaneous, of 6th May last,t concerning the requirements of the Visual Instruction Committee.
2. Strange as it may seem, we have had great difficulty in securing any photo- graphic views of these islands which would be suitable for the Committee's purpose. It will be seen from the accompanying despatch from the Acting Administrator of Dominica that, even in the case of that Presidency, photographs have been hard to get, and that views which have already appeared in various publications are almost the only pictures procurable.
3. I now forward twenty-one pictures and photographs, as specified in the attached list, and hope they may be of some use to the Visual Committee. I hav jotted down a few rough notes explanatory of some of the pictures which may perhaps, help the lecturer.
4. The large photographs by J. Anjo are not available for use as book illus trations, or for magic lantern slides, unless copyright fees amounting to a total o 45/- be paid.

Enclosure 1 in No. 6.
Government House, Dominica, 19th November, 1913.
SIR,
I HAVE the honour to acknowledge the receipt of Your Excellency's despatc No. 117 of 4th June transmitting the Secretary of State's despatch, Miscellaneous of 6th May, with reference to the need for photos of Dominica for the Visual Instruc- tion Committee. I greatly regret the delay which has occurred in its acknowledg- ment, which has been due to the difficulty of obtaining the photographs desired.
2 I enclose herewith the best photograph of Roseau obtainable. and also a fine photograph of the twin falls on the Roseau River. These photographs were taken by Mr. George Pinard, who has given permission for their use by the Visual Instruction Committee. The other photographs asked for are not procurable, but I enclose two copies of the official "Notes on Dominica" from which the deficiency can perhaps be made good.
3. I regret that I can find no photograph of the Boiling Lake. I can only suggest that Mr. Aspinall should approach Mr. Symington Grieve and ask for permission to reproduce the picture of that natural phenomenon which appeared in that gentleman's book on Dominica.
His Excellency
The Governor,
Antigua.
I have, &c.,
J. A. BURDON,
Acting Administrator.
