must not be admitted until a careful search has been made for en- larged liver and the other symptoms noted by the authors.
2. Sanitary Works in Villages.--With regard to Item 5 of my recommendations (Sections 13, 14, 15), I must emphasise that the proposed expenditure by Government of an average of £3 per annum on sanitary works for each centre of population (totalling, with tools, etc., £2,500 a year) should be reduced in two or three years when the initial works required have been carried out, and should be largely contributed to from local funds as is only reasonable. Government will give the necessary supervision, organization, and expert advice; but the people should pay at least a reasonable part of the money expended for their direct advantage especially as regards the upkeep of work already done for them by Government.
