I AM directed by the Board of Agriculture and Fisheries to advert to your memorandum of the 18th February last, and to say that they will be prepared to co-operate in the Phytopathological Commission which will be held in Rome on the 25th instant at the initiative of the French Government, and they suggest that Monsieur Cambon might be so informed.
The Board propose to send as their representatives to this Commission Lieu- tenant-Colonel Sir David Prain, Director of the Royal Botanic Gardens, Kew, and Mr. A. G. L. Rogers, the head of their Horticulture Branch. These ollicers will be able to discuss the scientific and administrative questions that may arise, and will be able to advise the representatives of this country at the General Assembly of the International Agricultural Institute on any resolutions or recommendations which

The Board have also considered the memorandum of the same date enclosing a letter from the Colonial Office, and I am now directed to say that they see no objection to the proposal to send a representative of the Imperial Bureau of Entomology to Rome, should Mr. Harcourt think it desirable that the Bureau I am, however, to should be represented at the Phytopathological Commission. point out that the two officers already referred to will act as assessors to the English Delegate at the General Assembly in May, and that the Board have no information that it is proposed to discuss the question of establishing an Inter- national Commission for acquiring and disseminating information regarding insect and fungus diseases either at the Phytopathological Commission or at the General Assembly. Monsieur ('ambon's letter indicates that the subject under discussion will be the text of a proposed extension of the Berne Convention of 1881 relating to the control of the phylloxera pest.

A memorandum summarising the position of this question was circulated to members of the Sub Committee before the meeting.
It was felt that there might be certain advantages if the funds were amalga- mated, especially from the point of view of accounting; but, having regard to the statements made in official letters from the Colonial Office to the Treasury when the question of forming the Bureau was under consideration, the Sub-Committee agreed that the funds specially contributed by or on behalf of the Tropical African Colonies and Protectorates should be kept separate for the present from those of the Bureau. It was further agreed that the "Carnegie fund” should be kept separate from the other funds under the control of the Committee.
The following division of the moneys in the hands of the Committee (to take effect from the 1st of April, 1913) was finally accepted by the Sub-Committee :—

2. The Sub-Committee considered the question of amalgamating the funds of the Bureau with those obtained for or hy the Entomological Research Committee before the institution of the Bureau.

C. Carnegie Fund-

As regards the allocation of expenditure between these funds, the Sub-Committee resolved-
(1) that the Crown Agents for the Colonies should be allowed to continue their present practice of regarding the moneys at the disposal of the Com- mittee as one fund irrespective of the tripartite division agreed upon above;
(2) that the necessary allocation of expenditure to the appropriate fund should be made by Mr. Marshall, to whom the Crown Agents' accounts would be submitted every quarter;
(3) that the Carnegie fund should be charged with all expenditure connected
with the Carnegie scholarships;
