On the arrival of the owner at Mombasa, his arms and ammunition are taken possession of by the Customs officials for licensing and registration. A registra- tion fee of Re. I has to be paid for stamping and registering each firearm or part of a firearm or case of ammunition.

The owner of a gun is also required to take out a gun licence at Mombasa, and pay a gun tax of Rs. 3 in respect of each firearm.

Customs duty at the rate of 10 per cent. ad valorem is levied at Mombasa on all goods, arms, ammunition, and equipment imported. On spirits, a duty of Rs. 5 per gallon is levied. No Customs duty is leviable in Uganda in respect of goods, &c.. which have already paid duty in the East Africa Protectorate. Road and wharfage dues at the rate of 10 cents per 100 lbs. or less on furniture, flour in bulk, and sugar 50 cents per cwt. or less on salt, rice, and grain; and 8 cents per 10 lbs. or less on all other goods is chargeable on arrival in Uganda.

Gun licences (which imply a right to carry guns only) granted in the East Africa Protectorate have the same force and effect as if they had been granted in the Uganda Protectorate, but on arrival in Uganda such licences must be endorsed by a District Officer. The arms and ammunition are retained by the Uganda Government until a proper permit has been obtained for their withdrawal. The Government reserves the right to limit the arms and ammunition withdrawn at any one time, and the owner of firearms may be required to take out a game licence before permission is granted to him to withdraw such arms and ammunition from the Government custody. Upon a game licence being issued, the amount paid for the gun tax either in Uganda or in the East Africa Protectorate will be deducted from the amount of such licence fees.

Game Licences.

The issue of licences to kill game in the Uganda Protectorate is regulated by the Game Ordinance, 1913. Licences are issued by district officers.

The licence duties payable in respect of game licences are as follows:-

For a resident's licence

For a visitor's licence

For a fortnightly licence

Rs. 75 or £5.

Rs. 375 or £25. Rs. 30 or £2.

The holder of a resident's or visitor's licence may be granted a special licence authorising him to hunt, kill, or capture elephants, for which the following addi- tional fees are charged :-

To hunt, kill, or capture one elephant

To hunt, kill, or capture two elephants

Rs. 150 or £10. Rs. 450 or £30.

No elephant having tusks weighing less than 30 lbs. each may be hunted, killed, or captured under such special licence, and female elephants, when accompanied by their young, are protected.

When the holder of a resident's or a visitor's licence, or a special elephant's licence, has been prevented by circumstances beyond his own control from making any use of such licence, he shall be granted on application a new licence free of charge at any time within five years from the date of his original licence. Intimation of the circumstances should be made, at the time, to the Chief Secretary to the Government, and also of the intention to apply for a new licence before the expiry of the pre- scribed period.

The following schedules show the game which is preserved or allowed to be killed under the various licences :-

First Schedule.

Animals not to be hunted, killed, or captured, except under special licence

1. Giraffe.

2. Elephant.

3. Secretary bird.

4. Vulture (any species).

5. Owl (any species).

6. Whale-headed stork (Baloniceps rex).

7. Saddle-billed stork (Epphippiorhynous Senegalensis).

8. Crowned crane (Balearica).

9. Marabout Stork.

10. Egrets.

Second Schedule.

Animals the females of which are not to be hunted, killed, or captured when accompanying their young, and the young of which are not to be captured except under special licence :-

1. Elephant.

2. Rhinoceros.

3. Chevrotains (Dorcatherium).

4. All antelopes or gazelles.

Third Schedule.

Animals limited numbers of which may be killed or captured under a resident's

or visitor's licence :-
