The Game Licence Regulations, 1913 (No. 11 of 1913), made by the Governor- in-Council on the 29th day of September, 1913, are hereby cancelled.

From the HONOURABLE THE ACTING ATTORNEY-GENERAL to HIS EXCELLENCY THE
GOVERNOR.
Regulations made under Section 2 of the Wild Animals, Birds, and Fish Preservation Ordinance, 1901 (No.30 of 1901).
I have the honour to report on the above Regulations which were passed by Your Excellency in Council on the 9th instant, and which are not subject to any special power of disallowance by His Majesty.
2. These Regulations re-enact those which were made on the 29th September last, and which were forwarded to the Secretary of State under cover of Your Excellency's despatch, No. 556, of the 5th November, 1913.*
3. In paragraph 2 of his despatch, No. 508, of the 2nd December, 1913,† the Secretary of State expressed the opinion that the weight of the elephant's tusk referred to in Rule 12 should be 30 pounds instead of 25 pounds.
4. When making the necessary amendment to the Regulations it was at the same time deemed advisable to clearly define the position of military officers in the service of the Imperial authorities under these Regulations. The Regulations of 19th March, 1903, and also those of the 29th September, 1913, by which they were repealed, made provision for the granting of game licences on special terms to Government officers. Some years ago, Governor Sir L. Probyn decided that the term Government officer" should include a military officer in the service of the Imperial authorities, but as one of the conditions on the licence was that the licensee should be an " officer of the Colony," it would seem that the interpretation of the law was subjected to a somewhat severe strain. It was therefore decided that the matter should now be made clear by expressly including military officers within the definition of "Government officers."
5. As it is considered desirable that these Regulations should appear in a complete form, the Regulations of the 29th September, 1913, have been repealed and re-enacted with the two amendments to which I have referred.
6. The Regulations are legal and in
proper
form.
