The Under-Secretary of State for Foreig. Affairs presents his compliments to the Under-Secretary of State for the Colonies, and, by direction of the Secretary of State, transmits herewith, for observations, copy of a despatch from Sir F. Bertie (Paris), dated September 15, respecting elephants' tusks: proposed limitation in weight for trading in Africa.

I HAVE the honour to acknowledge the receipt of Mr. Belfield's despatch, No. 647, of the 19th of August,* submitting a statement of the grounds on which the Game Amendment Ordinance, 1913, was enacted, and to inform you that His Majesty will not be advised to exercise his power of disallowance in respect of this Ordinance.
2. I have to request, however, that you will keep a careful watch on the possible increase of depredations by lions among stock, and in particular among the stock owned by natives.
3. I may add that it would have been more satisfactory if the Game Warden's memorandum enclosed in Mr. Belfield's despatch under acknowledgment had accompanied his despatch, No. 402, of the 27th of May, in which the Ordinance was

Paris, September 15, 1913. I HAVE the honour, with reference to my despatch, No. 26, Africa, of May 25th last, to transmit to you, herewith, copy of a note from the French Minister for Foreign Affairs respecting the proposal for raising the limit of weight at which elephant tusks may be traded in.
Monsieur Pichon states that the French Administration is not yet in a position to express a definite opinion, and he proposes that a commission should meet, not for the purpose of drawing up a convention entailing international obligations, but for preparing the adoption of measures which the administrations of the various colonies concerned could jointly apply.
Monsieur Pichon wishes to be informed whether His Majesty's Government approve of this suggestion, and, if so, how they propose that it should be carried into effect.

Paris, le 13 Septembre, 1913. PAR une lettre du 25 Mai dernier, Votre Excellence a bien voulu m'exprimer le désir de savoir si le gouvernement de la République était actuellement à mêine d'adopter la proposition du gouvernement britannique tendant à fixer un minimum au poids des défenses d'éléphant pouvant être exportées hors d'Afrique.
J'ai le regret de vous faire connaître que l'administration française compétente n'a pu encore donner un avis définitif à ce sujet. La protection des éléphants en Afrique soulève en effet des questions assez complexes. Le gouvernement de la République a pensé que les divers gouvernements intéressés voudraient peut-être J'ai donc l'honneur de vous proposer la participer à l'étude de ces questions. réunion d'une commission qui serait chargée, non pas d'élaborer une convention entraînant des obligations d'ordre international, mais de préparer l'adoption de mesures que les administrations des diverses colonies intéressées prendraient de concert en vue d'atteindre plus sûrement leur but commun.
Je vous saurais gré de vouloir bien me faire savoir si le gouvernement britannique donne son approbation à ce projet et dans quelles conditions il lui paraîtrait expédient d'en poursuivre la réalisation.

WITH reference to Sir E. Goschen's despatch, No. 14, Africa, of April 5th, 1912, I have the honour to transmit to you herewith copy and translation of a noti- fication§ issued by the Governor of German East Africa on July 14th last, supple- menting the Shooting Regulations of November 5th, 1908/December 30th, 19îi.
I also enclose copy and translation of notifications prohibiting the shooting of hippopotami in a certain section of the Kagera River and of rhinoceros in the Kangala and Mavindi Districts.
