Forwards a copy of a despatch from His Majesty's Minister at Brussels enclosing a Congo Bulletin containing decree under which all elephants may be shot whose tusks are heavier than two kilogrammes.

Considers that so low a minimum as two kilogrammes must involve the eventual extinction of the elephant in the Congo, and anggests that it should be ascertained from the Belgian Government on what grounds the minimum weight has been reduced.

Considers that the "proclaimed area" experiment proposed by Sir D. Bruce offers the only practical solution of the problem of the supposed con- nexion of sleeping sickness with game, and suggests that it be carried out with as little delay as possible; expresses opinion that the suggested special investigation into the bionomica of tsetse flies should be made in col- laboration with Sir D. Bruce's mission and proposes to consult him on the matter.

Enquires what steps, if any, are being taken by the Directors to carry out an experiment in Rhodesia of game destruction on a large scale within tsetse fly areas.

Concurs in the proposal in No. 10 to consult Sir David Bruce as to the renewal of the entomological side of the enquiry now in progress in Nyasa- land and requests that this may be done by telegraph.

States, in reply to No. 6, that Dr. Prentice's observations have been very fully dealt with by Dr. Bag- shawe, but that no useful purpose will be served by continuing the lisenssion; the Royal Society and Sir David Bruce are being consulted with a view to obtaining conclusive evidence on one side or the other.

Transmits the Nyasaland Game Amend- ment Ordinance, 1913, together with the Acting Attorney-General's certifi- cate and memorandum.

States, in reply to No. 15, that no steps of the nature indicated have been taken by the Directors, except that the question of the advisability of destroying game in certain specified areas has been left to the discretion of the Administrator of Northern Rhodesia, and enquiries will be made as to the extent to which he has used this power and the result; forwards a copy of a paper on the results of investigations made by Dr. Warrington Yorke.

Forwards, for observations, a copy of a despatch from His Majesty's Agent and Consul-General at Cairo enclosing a memorandum by the Superinten- dent of the Game Preservation De- partment, Soudan, submitting pro- posals in regard to regulations for preventing illicit trade in ivory.
