As the result of correspondence between the Colonial Office, Local Government Board, and Charity Organisation Society, the following procedure has been arranged :-

(1) All ordinary cases of distressed subjects should be referred to Boards of Guardians. In the case of personal applicants, a letter in the authorised form now printed should be addressed to the Clerk to the Guardians of the Union in which the applicant resides at the moment, stating that he is sent to them in consequence of a procedure approved by the Local Government Board in a letter to the Colonial Office dated May 16th, 1912 (No. 17971 A.). As a rule this letter may be sealed and delivered to the applicant for personal presentation.

It should be noted that the Colonial Office will, if desired, make inquiries of the Governor of the Colony where the person was born (or has relatives); for this purpose a form is provided, copies of which are kept in the General Department or Sub-Registry.

(2) Cases of exceptional difficulty (e.g., those of distressed students) should be referred to the branch of the Charity Organisation Society in the district where the person resides. This will best be done, as is usual now, by a note from the member of the Department dealing with the case. The various branches of the Society in London are given in the pamphlett attached.

Offer to enquire of the Governor should be made and a form enclosed, as indicated above, and it should be stated that the cases are referred to the Charity Organisation Society in accordance with the Secretary's circular letter of October, 1912.

This letter referred to an increase in the Colonial Office subscription to the Charity Organisation Society to £52 10s. Od., to be used in dealing with these special cases.
