2. Its provisions are those of the draft Ordinance prepared by the Government of the Gold Coast which was enclosed in that despatch, with the additions the despatch directed and the alterations made necessary by local conditions.

3. So far as it differs from that Ordinance in form it follows the lines of the Opium Ordinance passed in Sierra Leone on the 21st February, 1913, which was based upon

the Gold Coast Ordinance, but, seemed more concise in form. 4. The powers given by the Gold Coast Ordinance to a District Commissioner, and by the Sierra Leone Ordinance to a Magistrate, are by this Ordinance vested in Travelling Commissioners, in the Police Court in Bathurst, and in the new Court at MacCarthy Island, which, though not yet established, will be in existence before this Ordinance is brought into force.

5. Re-exportation " has been added to the subjects upon which the Governor in Council is empowered to make rules, in accordance with paragraph 3 of the despatch above referred to.

6. With regard to paragraph 4 of that despatch, I may add that no amend- ment or repeal of local legislation dealing with drugs is made necessary by this Ordinance, and, in my opinion, the Governor's assent may properly be given thereto.

I HAVE the honour to acknowledge the receipt of your despatch, No. 215 of the 19th of June, and to inform you that His Majesty will not be advised to exercise power of disallowance with respect to Ordinance, No. 4 of 1913, of the Legislature of Antigua, entitled "An Ordinance to give effect to the measures decided upon in the International Opium Convention signed at the Hague on the 23rd day of January, 1912, and to regulate the importation into and storage and disposal of opium, morphine, cocaine, and similar drugs in this Presidency."

2. As regards Mr. Goodwin's representations I see no reason why effect should not be given to his wishes, and I approve of the introduction of the necessary amending Ordinance.

WITH reference to Sir Sydney Olivier's despatch, No. 310, dated the 24th August, 1912,† I have the honour to forward to you, herewith, two authenticated and six ordinary copies of Law 15 of 1913,* entitled: "A Law to give effect to the International Opium Convention signed at the Hague on the 23rd day of January, 1912, and to regulate the importation and disposal of Opium, Morphine, Cocaine and similar drugs in this Island," which has been passed by the Legislative Council.

2. A copy

of the Attorney-General's Report is also enclosed. 3. It will be observed that Clause 4 of the Gold Coast Draft Bill which was forwarded with your Miscellaneous despatch of the 26th July, 1912, has been omitted from this Law, as all importations into Jamaica are by sea, and that in Clause 7 of the Law, veterinary surgeons approved by the Governor have been added to the persons named in the Gold Coast Draft Bill.

4. It will also be observed that, at the strongly expressed wish of the Elected Members of the Legislative Council, ganja (Cannabis sativa) has been included in Sections 3, 9, and 10 of the Law. As the Attorney-General points out, however, it may become necessary to deal with the matter by special legislation.

5. I have caused copies of the Law to be forwarded to the Collector-General, the Superintending Medical Officer, and the Inspector-General of Police, and requested these officers to confer and prepare Rules under Section 14. When this has heen done I shall consider the question of fixing a date under Section 15 for the coming into operation of the Law. I shall in due course report to you further in the

matter.

I HAVE the honour to report that, in my opinion, His Excellency may properly assent to a Bill entitled: "A Law to give effect to the International Opium Conven- tion signed at the Hague on the 23rd day of January, 1912, and to regulate the importation and disposal of Opium, Morphine, Cocaine and similar drugs in this Island.'

2. This Bill is practically a transcript of the Gold Coast Bill, which formed

an enclosure to the Secretary of State's despatch, Miscellaneous, of the 26th of July last.

3. Clause 4 of the Gold Coast Draft has been deleted, as all importations into Jamaica are by sea.

In Clause 7 of the Bill under report, Veterinary Surgeons approved by the Governor have been added to the persons named in the Gold Coast Draft.
